About The Position

The Regional Strategic Sourcing Manager is responsible for leading all USCA Professional Services sourcing activities. This role develops & executes category strategies, manages supplier relationships, ensures policy compliance, partners with senior level, global & regional stakeholders to drive value, mitigate risk, & optimize total cost of ownership. The position also collaborates closely with other regional sourcing managers to align strategies, leverage synergies, & eliminate redundancies. This position is hybrid, located in Pittsburgh, PA and will report to the Global Strategic Sourcing Manager Travel/MICE & USCA Professional Services.

Requirements

  • Minimum 6 years of experience in strategic sourcing within Consultancy, Financial Services, HR, &/or Professional Services.
  • At least 3 years leading regional or global projects with measurable business impact.
  • Strong expertise in supplier negotiation, vendor management, contract development, & performance monitoring.
  • Strong analytical, communication, & project management capabilities.
  • Proficiency with e‑sourcing tools (RFP, RFI, auctions) & spend analytics platforms.
  • Ability to work independently, influence cross‑functional stakeholders, & navigate a global environment.
  • Demonstrated ability to manage complexity, drive change, & deliver measurable results.
  • Bachelor’s degree in Business, Supply Chain, Finance, or related discipline

Responsibilities

  • Develop & execute regional category strategies aligned with global strategic goals & business priorities.
  • Conduct market analysis, benchmark trends, & identify sourcing opportunities based on industry insights.
  • Lead end-to-end sourcing initiatives including spend analysis, supplier identification, RFI/RFP/RFQ processes, reverse auctions, & structured negotiations.
  • Apply Total Cost of Ownership (TCO) methodologies & implement risk‑mitigation strategies.
  • Support the creation & alignment of annual regional category plans with global frameworks.
  • Manage the full supplier lifecycle, from onboarding to performance evaluation & long-term development.
  • Conduct supplier business reviews, track SLAs/KPIs, & drive continuous improvement & innovation.
  • Maintain relationships that support reliability, performance, compliance, & value delivery.
  • Lead contract & SLA negotiation, ensuring alignment with procurement policies, legal standards, & corporate risk requirements.
  • Perform contract analysis to validate targeted savings, cost avoidance, & working capital improvements.
  • Partner with Strategic Business Units, functional teams, finance, & procurement colleagues globally to understand requirements & ensure alignment.
  • Build strong stakeholder relationships to influence decisions, resolve issues, & support business objectives.
  • Provide regular communications to leadership on supplier performance, strategic risks, & upcoming initiatives.
  • Identify process improvement opportunities leveraging digital sourcing tools & automation.
  • Utilize e-procurement systems & spend analytics platforms to enhance sourcing effectiveness & efficiency.
  • Promote best practices in strategic sourcing, procurement governance, & category management.
  • Define & implement the USCA Professional Services procurement strategy in alignment with global policies & stakeholder expectations.
  • Identify cost reduction, cost avoidance, & value optimization opportunities using category expertise & market insights.
  • Manage category performance metrics, savings delivery, risk identification, & operational alignment.
  • Foster innovation through strategic supplier partnerships & ongoing market exploration.
