About The Position

SAIC is seeking qualified candidates to provide the Department of the Air Force's Chief Modeling and Simulation Office (CMSO) with Novel Technology, Research & Innovation Support Technical Requirements: Provide Novel Technology, Research & Innovation Support. Assist the CMSO’s coordination with organizations across the DAF provide cost, schedule, standards, accreditation, technical, and performance assessments supporting the Department of the Air Force M&S strategy and future DAF Ecosystem evolution and investment. Develop briefings and background papers to identify potential impacts and proposed courses of action. Provides technical insight (i.e., cost vs capability, Technology Readiness Levels, etc.) for emerging technology from across the DAF, other military services, industry, foreign partners, and academia to address DAF M&S capability gaps. Investigates and recommends technologies and capabilities for further study and inclusion in the DAF M&S investment portfolio. Continuously engages with DAF, other military services, industry, foreign partners, and academia stakeholders to understand their internal research and development investments for novel technologies and capabilities related to M&S. Defines, develops, coordinates, and executes activities to accelerate integration of models into complex simulation architectures, including strategic / mission / engagement/ physics-level simulations for live, virtual, constructive, and synthetic architectures. Documents key software and hardware characteristics and changes to existing and new simulation environments required to integrate novel capabilities or technologies. Develop collaboration opportunities within the DAF and external organizations including Joint, multinational partners (NATO, FVEY, and others), industry, and academia to mature and transition novel capabilities and technologies. Supports the DAF M&S Council’s Novel Technology Cross Functional Team government lead to scan, assess, and integrate novel M&S capabilities and technologies (such as XR/AR/VR) into simulations and develop guidance and policy for acquisition, test, operations, and sustainment of these technologies. Supports DAF M&S Council’s Workforce Development Cross Functional Team government lead to design and establish Science, Technology, Engineering, Management (STEM) initiatives.

Requirements

  • Acquisitions experience in program management, technical, business analysis discipline, or related functional area supporting major weapon systems.
  • Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life[1]cycle management of military acquisition programs (as specified in the DoD 5000 series).
  • US Citizen and active Top Secret Clearance
  • Bachelor’s and fourteen (14) or relevant years of experience in lieu of degree
  • Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, operation, and sustainment of systems, subsystems, and equipment.
  • Professional training and experience in modeling and simulation activities related to air, space, and / or cyber from a multi-domain, systems-of-systems perspective.
  • Experience solving complicated hardware and software integration challenges.

Nice To Haves

  • Ten (10) years’ experience in development, integration, and/or use of M&S capabilities / technologies across the air, space, and / or cyber domains.
  • Ten (10) years’ experience in planning, organizing, and developing new or modified work methods, organizational structures, management processes, scheduling process, or program administration procedures.
  • Six (6) years’ experience in system program offices supporting Programming, Budgeting, and Execution (PPBE), developing Program Objective Memorandum (POM), and/or JCIDS Requirements activities (or equivalent).
  • Substantial knowledge of Air, Space, or Cyber military and commercial capabilities, technologies, and requirements.
  • Knowledge of M&S enabling technologies and concepts (i.e., infrastructure, networks, data management, imaging generators, information brokers, AR/VR, digital engineering, cloud/on premise constructs, blue/red models’ integration, battlespace management & environment interactions [IR/RF environments], analysis/reporting tools, etc.).
  • Ten (10) years’ experience in development of emerging capabilities and technologies relevant to M&S, such as Artificial Intelligence, Quantum computing, Multi-Level Security, etc.
  • Ten (10) years’ acquisitions experience in program management, technical, business analysis, or related functional discipline; and included in the ten (10) years, there must be six (6) years professional experience in technical efforts supporting major weapon systems.
  • DAU PM Level II/III or PMP certification or equivalent related professional certification.
  • Knowledge of DAF Air, Space, or Cyber M&S capabilities, technologies, requirements, and challenges.
  • Knowledge of M&S enabling technologies and concepts (i.e., infrastructure, networks, data management, imaging generators, information brokers, AR/VR, digital engineering, cloud/on premise constructs, blue/red models’ integration, simulation management, Risk Management Framework, simulation environment interactions IR/RF environments), analysis/reporting tools, etc.).
