About The Position

The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. At the core of the mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions. Responsible for planning, developing, updating, and managing safety and health programs specific to Utilities operations, including water, wastewater, and field service activities, ensuring compliance with all applicable regulations and standards

Requirements

  • Knowledge of Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), American National Standards Institute (ANSI), Department of Transportation (DOT), Environmental Protection Agency (EPA), and Florida Department of Environmental Protection (FDEP) rules and regulations.
  • Ability to identify hazards in water/wastewater environments and conduct job safety analyses.
  • Skilled in investigative techniques, problem-solving, and recommending corrective actions.
  • Ability to train Utilities staff effectively and develop clear safety policies and procedures.
  • Proficient in prioritizing work, managing budgets, and communicating safety initiatives.
  • Excellent oral and written communication skills, including the ability to conduct presentations.
  • Strong interpersonal skills to build effective relationships with Utilities employees and leadership.
  • Proficiency in word processing and report preparation.
  • Associate’s degree from an accredited college or university in safety or a related field;
  • AND a minimum of five (5) years of experience in loss control, loss prevention, or safety;
  • AND a minimum of two (2) years of experience in adult classroom training.
  • A comparable amount of related training and experience may be substituted for the minimum qualifications at the discretion of the Safety Manager.
  • Must possess a valid driver’s license or be able to secure a valid Florida driver’s license at the time of employment. Must not have had a preventable crash or a moving violation within twelve (12) months prior to making application.
  • Must have completed the following training and pass all requirements for certification within six months of hire date: Defensive Driving Instructor Course
  • Must have completed the following training and have successfully passed a written test in the following areas within one (1) year of hire date: Florida Department of Transportation (FDOT) Temporary Traffic Control Federal Emergency Management Agency (FEMA)/National Incident Management System (NIMS) IS 100, 200, 700, 800 Forklift Instructor Certification

Nice To Haves

  • Bachelor’s degree from an accredited four (4) year college or university in safety or a related field.
  • Specialization in safety engineering or Utilities safety program.

Responsibilities

  • Plan, implement, and oversee injury prevention programs tailored to field crews, plant operations, and maintenance teams.
  • Collect and analyze safety data to identify trends and provide actionable insights to Utilities leadership for reducing workers’ compensation and vehicle-related losses.
  • Conduct safety training for Utilities employees and supervisors, focusing on occupational hazards unique to water and wastewater operations.
  • Serve as liaison to Utilities Division management team, assisting in implementing effective safety programs and correcting worksite deficiencies.
  • Ensure compliance with Federal, State, and local safety mandates, including OSHA, EPA, and FDEP requirements relevant to Utilities.
  • Identify and report risks related to Utilities infrastructure, facilities, and field operations.
  • Investigate incidents, to include vehicle accidents, and property damage related to Utilities operations.
  • Coordinate safety incentive programs for Utilities staff.
  • Conduct workshops and seminars, including defensive driving and confined space entry programs for Utilities personnel.
  • Develop and manage training programs for mandated health and safety requirements such as: Bloodborne pathogens, Confined space entry, Lockout/tagout, Electrical safety, Hazardous materials handling.
  • Respond to emergencies and perform duties during declared events impacting Utilities services
