We are currently searching for a Scientific Program Manager to provide support services to satisfy the overall operational objectives of the National Institute of Arthritis, Musculoskeletal and Skin Diseases (NIAMS). The primary objective is to provide services and deliverables through performance of scientific program support services. This is a full-time, on-site opportunity in Bethesda, MD. Ensure all aspects of the program are tracked, communicated and reported, such as key milestones, deliverable dates, budgets and funding plans, as well as progress updates as the project/ program transitions through different phases and stages. Keep all individuals and partners appraised of progress of integrated tasks and next steps. Track project progress and provide regular reports. Work with staff on NIH tracking and monitoring of human subject research such as enrollment, sample acquisition and compliance with central IRBo Work with NIAMS Grants Management Branch to provide budget tracking. Update and maintain electronic and paper files; copy and distribute materials. Manage calendars of Extramural team regarding program and initiative activities. Consult with and advise grantees and contractors during preparation of applications/ proposals. Provide guidance on program issues, such as submission dates, timeline of review, summary statements, potential funding, late applications continuous submission, requirements of specific funding opportunity announcements, including conference grants. Interface with and effectively liaison with grantees, Institute and Center (IC) staff (such as program officers, grants management staff, scientific review staff) and NIH staff (such as Center for Scientific Review staff and IC peer review groups). Provide technical assistance for the preparation of Funding Opportunity Announcements (FOAs) tasks may include program announcements, requests for applications and contract solicitations, and other NIAMS announcements. Prepare responses and assist with gathering information from other NIAMS and NIH offices and outside organizations and agencies. Coordinate logistics for in-person meetings, teleconferences or video conferences; organize program-specific scientific roundtables, focus-groups, and steering committee meetings; communicate deadlines and identifying topics that are relevant to the NIAMS representative. Draft and publish the scientific program materials, serve as the NIH point-of-contact for all meeting and teleconference related information; ensure all questions to program-specific mailboxes are responded to and answers are posted on the FAQ section of the appropriate webpages. Work with members of standing working groups, task forces, and similar cooperative efforts on the design, development and preparation of documents such as spreadsheets, letters, rosters, agendas, presentations and meeting minutes/ summaries. Develop scientific material to be used as background and preparatory material for conferences, workshops, and planning group meeting; determine the appropriate strategy for reviewing existing databases, search the literature and review grants funded by NIAMS, evaluate the articles for their relevance, abstract key articles and prepare annotated bibliographies, reference lists, and written reports, summarize the state of knowledge. Review grant applications to ensure compliance with NIAMS policy on clinical trials and assign Program Class Codes to each application, code grant applications for scientific disease area. Perform initial scientific and administrative reviews of applications/ proposals to include topics such as changes in key personnel involved in the funded project, potential budgetary scientific overlap with other projects and compliance with NIH and NIAMS policy on involvement of human subjects, care and use of live vertebrate animals, involvement of foreign institutions, use of embryonic stem cells, use of hazardous materials and agents, public access to results of research, Financial Conflict of Interest, resource sharing, including genomic data sharing, and support of clinical trials.
