The Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third party software, and custom applications. OTS leads the State’s technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies. This task order intends to identify a development team of two (2) Senior Application Programmers and two (2) Application Programmers that will work on the design, development and implementation of new, modernized systems for the State of Louisiana. The State intends to secure temporary IT personnel for job title(s) listed below: IT Staffing Resource Area: 1 Senior Application Programmer Number of resources: 2 The scope of the proposed services will include the following: ● Development, administration & configuration of a custom-built .NET development project. ● Provide oversight and guidance of the customer-agency’s replacement software and make performance improvements. ● Perform code reviews and testing on new code. ● Participation in all necessary team meetings and design sessions in accordance with Scrum ceremonies. ● Cooperation with LDWF’s Technical Architect and other OTS technical teams to ensure compliance with OTS standards of State applications. ● Provide technical knowledge transfer, training, documentation, mentorship, and guidance to State personnel for all requested work. ● Performs all other tasks, special projects, analysis, studies, and plans as directed. Expertise and/or relevant experience in the following areas are mandatory: ● Five (5) plus years of expertise and/or relevant experience in the following areas: o C# o ASP.NET Core o MSSQL ● Five (5) plus years of enterprise-level software development 10 Expertise and/or relevant experience in the following areas are desirable but not mandatory: ● Has led a team of developers under Microsoft development stack ● Familiarity with frameworks such as Vue, React, NodeJS, Angular, Typescript ● Experience designing and developing distributed systems (Microservices/SOA) ● Experience developing reports with SSRS or similar tools ● Experience setting up, maintaining and using DevOps practices, including CI/CD pipelines and automating tasks ● Experience with the Git Version Control System, including branching strategies for complex systems ● Two (2) plus years of experience working in an Agile/Scrum environment
