About The Position

SITEC Consulting is seeking a highly organized and detail-oriented Program Management / Financial Analyst to support Government Program Managers (GPMs) within a fast-paced DoD/IC environment. This role provides critical programmatic, financial, and acquisition support to ensure execution within cost, schedule, and performance baselines while assisting leadership with decision-making through reporting, analysis, and strategic planning. The ideal candidate will possess strong programmatics experience, financial tracking skills, and the ability to translate complex program documentation into actionable insights, dashboards, and executive-level briefings.

Requirements

  • Twelve (12) years of combined experience in DoD/IC program management, contract management, and/or financial management.
  • Bachelor's Degree with business or technical focus required.
  • Substitution Options: In lieu of degree: PMP, CFCM, or DAWIA Level III certification plus additional relevant experience may be substituted per contract requirements. Additional experience may substitute for certifications as defined by contract guidelines.
  • Intermediate to advanced proficiency with Microsoft Excel , including: Pivot tables Slicers Pivot charts
  • Experience supporting program financial tracking and reporting.
  • Strong understanding of programmatics and acquisition processes.
  • Ability to work in a fast-paced environment supporting senior leadership.

Nice To Haves

  • Familiarity with Plan-It program management tools.
  • Experience with Jira and Confluence .
  • Experience building dashboards and data visualizations.
  • Experience translating complex program documentation into executive-level summaries.

Responsibilities

  • Provide financial and summary reports on program elements to Government Program Managers (GPMs).
  • Assist with allocation and tracking of resources, including staffing, facilities, and budgets.
  • Recommend funding adjustments based on execution and forecasting analysis.
  • Support program execution against cost, schedule, and performance baselines.
  • Assist in analyzing, tracking, and reporting unfunded requirements in accordance with PEO policies and processes.
  • Assist with development and maintenance of program documentation including: Tasking and Technical Orders (TTOs) Statements of Work (SOWs) Program Management Plans (PMPs) Risk Management Plans Technical CICA memorandums Acquisition Strategies and related artifacts
  • Support program scheduling, risk assessments, and tracking of program status.
  • Participate in contract reviews and assist with cost estimating and monitoring of program outcomes.
  • Advise on preparation and tailoring of financial execution reports and acquisition documentation.
  • Develop and maintain recurring program reports including: Bi-weekly funding execution reports Cost estimating and burn rate analyses Budget vs. projected cost overrun/underrun reporting Contract funding and period-of-performance tracking Staffing and LOE tracking reports including attrition metrics Contract action and baselining readiness schedules
  • Perform data analysis using MS Excel (pivot tables, slicers, pivot charts).
  • Build dashboards and visual reporting tools to clearly communicate program status.
  • Summarize programmatic documentation into concise highlights for leadership briefings, readaheads, and reports.
  • Prepare briefing materials, point papers, spreadsheets, and presentations to support Government decision-making.
  • Support delivery of program and initiative status reviews.
  • Collaborate with initiative leads and program teams to assist with resource planning and tracking.
  • Operate effectively in a high-paced environment supporting senior-level leadership.
