ThinkTek was formed with the specific purpose of providing its clients a tailored solution around Program & Project Management, Strategic Planning, and IT Operations.
Position Summary: The Senior Workforce Specialist leads strategic workforce planning efforts to align VA OIT human capital with evolving mission needs. This role drives comprehensive assessments of workforce demand, capability supply, and skill gaps to inform leadership decision-making and transformation initiatives.

Requirements

• Bachelor's degree (Master's preferred) in Organizational Development, HR, Business, or related discipline.
• 5-7 years of relevant workforce strategy, planning, or human capital consulting experience.
• Demonstrated experience leading federal workforce initiatives.
• Proficiency in project management tools and workforce modeling techniques.

Nice To Haves

• Deep familiarity with VA OIT mission and programs.
• Prior experience with government-wide HR systems or transitions (e.g., OPM HRLOB).

Responsibilities

• Lead the execution of workforce analysis projects, including supply-demand forecasting and gap identification.
• Design and recommend enterprise-level workforce solutions such as reorganization strategies, training initiatives, and hiring plans.
• Advise VA leadership on best practices in workforce planning and human capital optimization.
• Coordinate and facilitate data collection from multiple VA OIT components.
• Ensure alignment with federal HR policies and VA transformation goals, including support for IT modernization (e.g., EHRM, FMBT).
• Support executive briefings, strategic planning sessions, and workforce governance boards.
