The Utilities & Energy Operations department is responsible for safe, compliant, reliable, and cost-effective operation of Powerhouse, Central Plants and Water Facilities. The department operates and maintains two combined cycle heat and power plants, five balance of plant boilers, and seven distributed campus chiller plants. The power plant has a generating capacity of 60 MW. The boilers have a total steam generating capacity over a 1,000,000 lbs. per hour. The campus chillers plants have a combined capacity of 40,000 Tons consisting of a combination of steam and electric chillers. Utility & Energy Operations is responsible for providing West Point campus utilities 24 hours per day, 365 days per year. Position Description As a member of the Utility Energy Operations Electrical and Control Systems Department, the Instrumentation and Controls (I&C) Engineer's primary role focuses on supporting the department as a technical resource for the maintenance, troubleshooting, and continuous improvement of instrumentation, control systems, and data systems owned and operated by the department. This role will manage expense and capital project portfolio and budget for l&C related projects in the department and ensure robust management of change. This role will be responsible for conducting incident investigations and RCA for control system related events and will partner with the utilities department to ensure we deliver safe, compliant, reliable and cost-effective utilities to our internal customers.

Requirements

  • Minimum -> HS Diploma/GED- 4+ years of control systems, l&C automation design, and/or operations experience in power, utilities, chemical, facilities or similar industries.
  • Preferred -> bachelors degree and Minimum 1-3 years of control systems, l&C automation design, and/or operations experience in power, utilities, chemical, facilities or similar industries.
  • Technical problem-solving abilities.
  • Ability to handle and prioritize many simultaneous assignments and quickly adapt to changes in business priorities.
  • Ability to quickly address issues and develop solutions to minimize compliance risk and improve utility and facility reliability.
  • Applied professional work experience which demonstrates knowledge of environmental compliance requirements, safety, and regulatory and code compliance.

Nice To Haves

  • A strong preference will be given to candidates with ABB Symphony Plus experience.
  • 5+ years of control systems, l&C automation design, and/or operations experience in power, utilities, chemical, facilities or similar industries.
  • Experience evaluating OT data systems against cybersecurity requirements.
  • Experience in OPC DA/UA.
  • Experience developing Job Plans, Preventative Maintenance and Predictive Maintenance Plans.
  • Experience in leading Failure Mode Effects Analysis.

  • Relevant professional experience supporting pharmaceutical industry, including manufacturing, research labs, pilot plant and utilities operations.

Responsibilities

  • Provide engineering support for the maintenance and troubleshooting of powerhouse instrumentation and controls systems.
  • Own cybersecurity compliance requirements for department OT data systems.
  • Partner closely with the operations team to ensure distributed control system meets operational needs.
