About The Position

Venture Global LNG (Venture Global or Company) is a long-term, low-cost provider of American-produced liquefied natural gas. The company’s Louisiana-based export projects service the global demand for North American natural gas and support the long-term development of clean and reliable North American energy supplies. Using reliable, proven technology in an innovative plant design configuration, Venture Global’s modular, mid-scale plant design will replace traditional designs as it allows for the same efficiency and operational reliability at significantly lower capital cost. We are seeking qualified applicants for the position of a Pipeline Regulatory Compliance Specialist. This role will be assigned to our Houston, TX office. General Description: The Pipeline Regulatory Compliance Specialist provides pipeline regulatory compliance subject matter expertise in accordance with federal, state, and local laws and regulations, including but not limited to 49 CFR 190, 191, 192, and 199. This role supports the development, implementation, and ongoing maintenance of regulatory compliance programs for Company pipeline projects and existing pipeline assets. Areas of support include Operations and Maintenance, Operator Qualifications, Public Awareness, Damage Prevention, Control Room Management, Emergency Response, Drug and Alcohol Program requirements, and other related compliance plans. The Pipeline Regulatory Compliance Specialist applies working knowledge of pipeline design, construction, and operations to assist internal stakeholders in meeting regulatory requirements and preparing for regulatory inspections. This position reports to the Director of Pipeline Regulatory Compliance.

Requirements

  • Education and Certifications: Associate degree from an accredited university is preferred or equivalent experience.
  • Experience: 2-5 years in transmission pipeline construction or operations or similar oil and gas midstream industry experience. Preferred a minimum of 1-2 years of experience with PHMSA Regulations (49 CFR 190, 191, 192, and 199). RRC and LDCE
  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
  • Skills: Comprehensive knowledge and understanding of Federal and State DOT Pipeline and Hazardous Material regulations, including a working knowledge of the PHMSA referenced standards is required.
  • Effective written and verbal communication skills and the ability to appropriately target communication to applicable audience.
  • Ability to work in a fast pace, fluid environment.
  • Computer savvy and must possess advance level MS Word, Excel, and PowerPoint skills.
  • Strong logistics, time management, planning, and scheduling skills required
  • An acute sensitivity to safety issues in a hazardous environment.
  • Effective communicator at all levels of an organization with individuals and groups from different disciplines, industries, and governmental agencies.
  • Organized and able to manage multiple projects.

Nice To Haves

  • Experience in OSHA, EPA and FERC preferred.

Responsibilities

  • Assist in the development and maintenance of regulatory compliance programs for new and existing pipeline assets, including Operator Qualification, Public Awareness, Damage Prevention, Control Room Management, and Emergency Response programs.
  • Support coordination and communication with federal, state, and local regulatory agencies as needed.
  • Review transmission pipeline designs and specifications to assess compliance with applicable regulations, including 49 CFR 192; participate in HAZOPs, design reviews, and model reviews.
  • Perform compliance audits and process assessments to evaluate program effectiveness and sustainability, support updates and improvements to existing programs.
  • Support Development, Construction, and Operations teams in preparation for PHMSA and state inspections, including assisting with post-inspection responses and corrective action follow-up.
  • Provide technical support related to pipeline code interpretation and construction design requirements.
  • Monitor changes to PHMSA and state regulatory requirements and assist in updating plans, procedures, and policies to maintain compliance.
  • Maintain and administer the Company’s pipeline procedure review program.
  • Participate in annual reviews and updates of Company pipeline operations procedures.
  • Collaborate with Procurement to identify covered tasks for vendors performing work on Company pipeline assets.
  • Verify third-party vendor compliance in ISNetworld prior to commencement of work on Company pipeline assets.
  • Coordinate with pipeline field subject matter experts to address improvement opportunities identified through field assessments or procedure changes.
  • Participate in pipeline safety and incident management activities as a representative of the Pipeline Regulatory Compliance department.
  • Review pipeline incident reports to determine whether additional training, suspension, or requalification of covered tasks may be necessary.
  • Develop and support pipeline regulatory compliance training materials, including curricula, training strategies, instructor guides, student workbooks, manuals, user guides, and quick reference guides.
