About The Position

HII, Mission Technologies is seeking a Spectrum Certification Engineer to support our work with the Government. Our Spectrum Certification Engineers support the execution of the National Level spectrum certification process for mission critical systems. The successful candidate will have the sufficient radio frequency (RF) engineering background required to perform detailed spectrum analysis, prepare and track DD Form 1494s and EL-CID files, and provide RF Engineering guidance/technical inputs to System Program Offices;(SPO) submissions across all phases of the government acquisition life cycle. The candidate will also participate in Service level process improvement initiatives to identify trends impacting timely certification approval actions by the Spectrum Planning Subcommittee (SPS), Equipment Spectrum Guidance Permanent Working Group (ESG PWG), and the National Telecommunications and Information Administration (NTIA). The Spectrum Certification Engineer performs Radio Frequency Engineering assignments of major complexity. Responsible for planning, organizing and conducting independent technical projects in support of the design, development, and testing of radio frequency (RF) and/or microwave systems architecture, components, circuits, or products. Includes antenna design, both reflector and array systems, frequency synthesizers, transmitters and receivers. Under limited supervision, works directly with senior technical personnel and project managers in the planning and execution of technical activities on complex projects related to system and technical product development. Employs existing guidelines and instructions, guidance from higher-level engineers, experience, and independent judgment to plan and accomplish task objectives. Assignments may require the development of improvements to current techniques and procedures. Applies advanced technical concepts, techniques, and procedures to lead a project team in the development of technical products. Identifies and documents project functional requirements. Defines and organizes a proposed project into the tasks and activities needed to solve the problems being addressed. Schedules work to meet completion dates and technical specifications. Regularly provides technical guidance and oversight to lower level technical staff. Receives limited technical guidance and training from more experienced technical staff. Plans, results, and work products are reviewed periodically by senior technical staff. Complies with applicable quality and security procedures in the performance of duties. Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.

Requirements

  • 9 years relevant experience with Bachelors in related field; or 7 years relevant experience with Masters in related field
  • Demonstrated command of engineering principles, methods, and techniques in area of expertise.
  • Experience in DoD spectrum management, RF engineering, or frequency allocation coordination.
  • Working knowledge of NTIA and ITU
  • Advanced knowledge of relevant tools, equipment, hardware, and software.
  • Effective customer and organizational level communication, presentation and interpersonal skills.
  • Knowledge of Microsoft Office suite programs, MS Word, Excel and PowerPoint.
  • Clearance: SECRET security clearance required.

Responsibilities

  • Review submitted DD Form 1494's/EL-CID, Application for Equipment Frequency Allocation, for completeness, correctness, and consistency.
  • Compare requested allocation bands with ITU and US Tables of Frequency Allocations contained in the NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management.
  • Proactively coordinate with Service field spectrum agencies to provide guidance on the specific coordination requirements and ensure the system processing status is visible to the program offices through each stage.
  • Work closely with SPO Program Managers and Project Engineers to verify system data supplied on DD Form 1494/EL-CID for validity and logical consistency.
  • Submit applications to and coordinates with the NTIA-SPS to obtain their certification of spectrum support.
  • Prepare Military Communications-Electronics Board (MC4EB) guidance memorandums for signature by the Chairman of the MC4EB ESG PWG.
  • Prepare Host Nation Coordination Requests (HNCR) to support geographical Combatant Command (COCOM) radio frequency equipment.
