About The Position

The Sr. Proposal Manager at Concept Plus leads high-value, complex, and strategic pursuits, serving as the central orchestrator of proposal strategy, narrative cohesion, and evaluation alignment. Reporting to the Sr. Director of Proposal Development, this role ensures that win themes, discriminators, and solution narratives are fully integrated throughout the response lifecycle. The Sr. Proposal Manager partners closely with BD & Capture, Solutions Architects, Pricing, and Contracts to drive a compelling, compliant, and evaluator-focused submission. This role also establishes execution standards across the Proposal Center of Excellence (PCoE) and mentors junior team members to elevate overall proposal quality and consistency.

Requirements

  • Bachelor’s degree in Business, Communications, or related field, or equivalent experience
  • 7+ years of experience in proposal management within GovCon or professional services
  • Proven experience leading large, complex, and strategic pursuits
  • Strong understanding of federal acquisition processes and evaluation methodologies
  • Demonstrated ability to lead cross-functional teams in deadline-driven environmentsBachelor’s degree in Business, Communications, or related field, or equivalent experience

Nice To Haves

  • APMP Certification (Practitioner or Professional preferred)
  • Experience within a Proposal Center of Excellence (PCoE) model
  • Familiarity with AI-enabled proposal tools and structured workflows
  • Experience supporting multi-award IDIQ and task order environments

Responsibilities

  • Lead large, complex, and strategic proposal efforts
  • Develop evaluation-driven response strategies aligned to Section M criteria
  • Define and refine win themes, discriminators, and value propositions
  • Implement structured scoring methodologies to maximize evaluator alignment
  • Ensure consistent integration of win themes across all volumes and sections
  • Coordinate inputs across technical, pricing, contracts, and production teams
  • Manage structured proposal sprints aligned to industry best practices
  • Drive development of executive summaries and key messaging artifacts
  • Facilitate kickoff, color reviews, and executive engagements
  • Ensure alignment between capture strategy and proposal execution
  • Coach Proposal Managers and Junior Proposal Managers
  • Elevate narrative quality, compliance discipline, and review rigor
  • Reinforce PCoE processes, templates, and best practices
  • Contribute to continuous improvement of proposal operations and governance
