About The Position

The Agency Human Resources Consultant is responsible for performing professional-level work within a designated HR functional area. This position supports the agency’s HR operations by conducting analysis, responding to HR inquiries, and ensuring accurate recordkeeping. The incumbent applies knowledge of HR policies and practices while receiving guidance for more complex tasks. This role contributes to the delivery of effective HR services and provides support and consultation to agency staff. This position provides technical guidance to HR staff, supervisors, Payroll, timekeepers, and employees on complex time, leave, and pay matters within the OSC Integrated HR-Payroll System.

Requirements

  • Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution (OR) High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources (OR) an equivalent combination or education and experience

Nice To Haves

  • Extensive knowledge of Office of State Human Resources (OSHR) time and leave policies, OSC Integrated HR-Payroll System time administration, and Fair Labor Standards Act (FLSA) regulations.
  • Strong knowledge of the Personnel Administration (PA), Organizational Management (OM), Time, and Payroll modules within the OSC Integrated HR-Payroll System.
  • Solid understanding of current HR processes and policies and their broader impact on salary administration and payroll functions.

Responsibilities

  • Research, troubleshoot, and resolve time and leave issues while interpreting policies related to Leave of Absence (LOA), extended duty schedules, and 24/7 operations.
  • Collaborate with managers to address work schedule rules, workweek calculations, negative leave balances, on-call/callback scenarios, shift and holiday premium pay, adverse weather leave, GAP hours, special leave, and compensatory time.
  • Work with OSC staff to resolve system-level issues and assist with testing system updates and enhancements.
  • Monitor and analyze agency time and leave audit reports to ensure compliance and identify discrepancies.
  • Partner with management to resolve issues and provide training, guidance, and job aids as needed.
  • Demonstrate strong communication, customer service, and the ability to interpret policies and develop solutions in complex situations.
