About The Position

The Transit Services Administrator position at the City of Tucson’s Department of Transportation and Mobility supervises and manages the activities and personnel of the Transit Services Division. This includes oversight of the City’s transit management contract for the operation of the Sun Tran, Sun Van, Sun Link, Sun Express, and Sun On-Demand services; oversight of the transit services division budget; coordination with local, regional, and federal agencies for securing, administering, and complying with transit operating and capital grants; short- and long-range transit service planning; coordination and engagement with members of the public, elected officials and the Tucson Transit Advisory Committee; implementation of the Tucson Transit Safety and Security Action Plan; and oversight of the paratransit eligibility office. Work is performed under the supervision of the Deputy Director. This position exercises supervision over Transit Services Division personnel.

Requirements

  • Bachelor's Degree
  • Five (5) years of relevant experience
  • Valid and unrestricted Arizona Class D Driver’s License
  • Any combination of relevant education and experience may be substituted on a year-for-year basis.

Nice To Haves

  • Master’s degree in Public Administration, Urban Planning, Transportation Planning, Business Administration, or a closely related field.
  • Certification from the American Institute of Certified Planners (AICP) and/or membership in a public transit or transportation related professional association (e.g. APTA, AZTA, SWTA)
  • 5 to 7+ years of progressively responsible experience in public transportation administration, transit planning, or municipal government management, including at least 3 years in a direct supervisory or management role.
  • Proven experience overseeing and managing large-scale, complex transit operations contracts (e.g., fixed-route, paratransit, on-demand services) and third-party vendor agreements.

Responsibilities

  • Administer Transit Services Division operations, programs, projects, and personnel.
  • Manage the City’s transit management contract(s) for Sun Tran, Sun Van, Sun Link, Sun Express, and Sun On‑Demand services, ensuring contractor performance and service quality.
  • Prepare, submit, and manage grant applications and awards for local, regional, state, and federal transit funding; ensure timely reporting and compliance.
  • Develop, monitor, and reconcile transit operating and capital budgets in collaboration with Finance.
  • Ensure compliance with Federal Transit Administration (FTA) regulations and related reporting requirements.
  • Oversee transit asset management planning, lifecycle planning, and asset condition reporting.
  • Direct short‑ and long‑range transit service planning, service changes, Transit-Oriented Development planning, and performance monitoring.
  • Serve as liaison for public engagement, elected officials, the Tucson Transit Advisory Committee, and community stakeholders; prepare and present reports and briefings to department and City leadership, including Mayor and Council.
  • Coordinate regional transit planning and funding with Pima Association of Governments (PAG) and other partner agencies; develop and manage intergovernmental agreements (IGAs).
  • Develop and manage partnership agreements with major employers, educational institutions, and regional stakeholders to support transit operations and ridership.
  • Oversee implementation and ongoing monitoring of the Transit Safety and Security Action Plan.
  • Supervise the paratransit eligibility office and ensure accessible, compliant paratransit service delivery.
  • Manage transit-related contracts (e.g., advertising, vendor services) and monitor contract performance and compliance.
  • All other duties as assigned
