About The Position

The VP of HR is an executive who leads the human resources function, aligning it with the company’s overall strategy. S/He reports directly to the President & CEO and oversees strategic planning, compliance, and employee management to drive organizational success. S/He shall partner with Executive Staff, Supervisors, Managers, and HR colleagues in achieving company goals related to strengthening our company culture, improving leadership and employee effectiveness, and enhancing talent management so that ACR is strategically prepared for future business challenges. Additionally, the VP provides oversight for the management of contractual obligations throughout the company, administration of the Export Control Program as it pertains to trade/export compliance with ITAR and EAR regulations, and is responsible for guiding management, staff, and administration that have an impact on contractual and import/export decisions of the Company.

  • Proven senior HR experience in executive-level roles
  • Strong leadership and communications with 10+ years of experience directly in strategic planning, talent management, analytics, and labor laws
  • Familiarity and knowledge of federal regulations pursuant to EAR, ITAR, and OFAC
  • Demonstrated experience in implementing and maintaining policies, programs, training, and managing compliance programs

Responsibilities

  • Collaborate with executive leadership to define the company’s vision
  • Develop HR policies on recruitment, training, and compensation to ensure compliance with labor laws
  • Oversee talent acquisition, onboarding, and workforce planning
  • Ensure effective HR management processes, including performance management systems
  • Hire and mentor personnel.
  • Manage employee relations, including conflict resolution and disciplinary processes
  • Supervise compensation, benefits, and total rewards programs
  • Oversee training, leadership development, and succession planning
  • Ensure compliance with labor laws and employment regulations
  • Monitor HR metrics, workforce analytics, and retention strategies
  • Formulates and implements the organizational development program to ensure continuous availability, development, engagement, and retention of talents in the company
  • Respond to questions, requests, and concerns from employees and management regarding company and Human Resources programs, policies, and guidelines
  • Develop and deliver organizational development-related programs, including but not limited to career planning, team building, workforce planning, succession planning, assessments and surveys, performance management, change management, process improvement, and recognition and reward
  • Develop and execute company-wide initiatives, programs, and practices. Supports development, implementation, and communication on systems and processes to improve individual, team, and organizational effectiveness through critical initiatives such as 360° feedback, employee satisfaction surveys, performance management and development, succession planning, team effectiveness, research & analysis, and ad hoc surveys
  • Manage all contractual obligations between customers, suppliers, service providers, consultants, and the company
  • Review, negotiate, and/or create and execute on contract documentation suitable for a defined objective (ex. terms and conditions, non-disclosure agreements, distributor and manufacturer representation agreements, etc.)
  • Identify specific contractual risks and determine appropriate mitigation plans and strategies. Support the execution of these strategies with other functional organizations
  • Support all company functional organizations with respect to their contract obligations to achieve their individual objectives
  • Review and develop proposal documentation associated with new business opportunities
  • Oversee and track intellectual property, trademarks, etc.
  • Coordinate certificates of insurance and the insurance application process
  • Manage document control system (ex. ContractLogix)
  • Manage multiple, concurrent tasks, projects, and programs to conclusion
  • Support special projects and assume other duties as may be assigned
  • Manage internal Export Compliance Program (ECP) to ensure compliance with federal regulations and requirements such as the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC), the Federal Acquisition Regulations (FAR), Customs Trade Partnership Against Terrorism (CTPAT), and Automated Commercial Environment (ACE) with the U.S. Customs and Border Protection (CBP), as applicable
  • Serve as a liaison with the Departments of Commerce, State Department, and Treasury, or any other federal agency regarding export‐related matters and travel to embargoed and sanctioned countries.
  • Develop and maintain internal policies and procedures to ensure compliance with trade/export regulations
  • Provide various methods of training and guidance to management and all functional organizations to ensure corporate compliance with export controls, international travel, and related issues, including embargoed and sanctioned countries
  • Maintain the Trade Management database for visitor management and denied party screening in accordance with internal policy
  • interpret ITAR and EAR
  • determine licensing requirements or exceptions
  • assist in establishing Project Technology Control Plans
  • assist in determining the Export Control Classification Number (ECCN)
  • assist in screening end users, end-use certificates, and countries for exported technology
  • assist in screening subcontractors and visitors to controlled facilities
  • determine international travel requirements, including those for embargoed and sanctioned countries
  • Establish procedures for documenting and monitoring ongoing projects as required by the regulations
  • draft and submit license applications and institutional registrations when necessary
  • Draft and maintain a manual of standard operating procedures to provide consistency and compliance for all offices involved in exports and travel matters
  • Conduct periodic internal audits of shipping records and documents to ensure compliance with export regulations
  • Other duties as assigned by management
