About The Position

We are currently searching for an experienced Water Programs Marketing Director to support our Southwest Region located in Texas. Position Overview Supports business development and funding strategy efforts for water and wastewater infrastructure projects across Texas. This role focuses on developing client relationships, identifying funding opportunities, supporting proposal efforts, and assisting communities in navigating regulatory and funding requirements. To be considered for this position, applicants must have, at minimum, 15 years of experience related to the water industry in Texas.

Requirements

  • 15+ years of professional experience
  • Solid understanding of Texas water resource challenges, with emphasis on issues affecting border, coastal, and arid regions.
  • Experience contributing to grant development and the formulation of funding strategies.
  • Exposure to Texas water infrastructure or public-sector funding programs.
  • Travel within Texas as needed.
  • Ability to pass a pre-employment drug screening to ensure a safe and productive work environment. Volkert adheres to federal guidelines, which may include testing for substances such as marijuana. Please note that federal regulations may differ from state-specific guidelines.
  • Valid driver’s license and a satisfactory motor vehicle report (MVR).
  • Knowledge of state and federal water agencies and programs.
  • Exceptional written and oral communication skills, with the ability to produce high quality technical and grant writing.

Responsibilities

  • Maintain and strengthen relationships with Texas water utilities, municipalities, river authorities, and state/federal agencies
  • Identify potential water and wastewater infrastructure opportunities in border, coastal, and arid regions of Texas.
  • Support proposal development efforts, including coordination of technical teams and preparation of pursuit materials.
  • Represent the firm at industry meetings, regional water forums, and stakeholder events.
  • Research and identify applicable state and federal funding programs for water infrastructure projects.
  • Assist in preparation and submission of competitive grant applications.
  • Support clients in aligning infrastructure needs with available funding opportunities.
  • Coordinate with funding agencies to ensure compliance with program requirements.
  • Track funding cycles, legislative updates, and program changes affecting Texas water infrastructure.
  • Provide guidance on FEMA-related floodplain management requirements and related compliance considerations.
  • Assist clients in understanding regulatory challenges impacting water infrastructure planning.
  • Support development of capital improvement funding strategies tied to regulatory and environmental needs.
  • Coordinate meetings with public officials, utility representatives, and funding agencies.
  • Prepare briefing materials, presentations, and reports for client discussions.
  • Support outreach efforts to communities facing infrastructure and water resource challenges.
  • Collaborate internally with engineering, planning, and project management teams.
