About The Position

The State Workforce Board is seeking a dynamic individual with experience in program or project management in the workforce or public sector to manage and scale a new industry partnership program. More information on industry partnerships can be found at www.maine.gov/swb/ipp. The State Workforce Board (SWB) is a partnership of business, labor, and government representatives convened to help ensure that Maine people are prepared for good-paying jobs, and that Maine businesses are able to hire skilled workers. As a key member of the SWB team, the Workforce Development Program Manager works directly with the SWB Director and staff on the development of industry partnerships. Work involves program and policy development, performance, and operations analysis; seeking ways to increase efficiency and effectiveness of workforce system processes; implementing federal and state initiatives; working with a diverse Board (approximately 30 people); and representing the SWB publicly.

Requirements

  • Mid to Senior management level experience in program management, project management, policy analysis, preferably with experience in public sector or workforce development system.
  • Demonstrated ability leading collaboratives and building cross-sector relationships.
  • Demonstrated experience in leading group(s) successfully through major change, including experience facilitating difficult conversations, designing effective meetings, and driving toward consensus.
  • Demonstrated ability and experience in improving operational efficiency and effectiveness and using data to improve organization and process effectiveness.
  • Demonstrated ability to establish and maintain effective working relationships with inter and intra-agency staff, employers, public officials, and the general public.
  • Demonstrated experience in researching, organizing, and presenting data on program performance to a wide variety of audiences (in this position, this would potentially include senior agency management, employers, local, state and federal legislators, lobbyists or business association groups and the media).
  • Demonstrated experience in writing effective public and internal staff communications (informational, instructional, or marketing materials), possibly grant applications or contracts.
  • A Bachelor’s Degree and four (4) years of progressively responsible experience in a field related to employment/training, education, and/or human resources that includes managerial experience at the mid-management level or higher -OR- an equivalent eight (8) year combination of education, training and experience.

Responsibilities

  • Convene industry employers to identify shared workforce needs.
  • Provide technical assistance to support sector partnerships’ creation of career pathways, advance high-quality jobs, and promote diversity, equity, inclusion, and accessibility in the workplace.
  • Identify business champions to drive action and employer commitments.
  • Support industry partnerships in highlighting sector trainings and job opportunities through customized webpages and outreach efforts via State platforms.
  • Identify opportunities to create new or strengthen existing industry intermediary capacity or regional collaborations in partnership with workforce development system partners.
  • Identify funding opportunities to sustain and scale sector partnerships’ work.
