About The Position

This Mayor’s Office leadership role serves as a key advisor to the Deputy Mayor providing oversight of Baltimore’s economic development portfolio. The Assistant Deputy Mayor leads agencies and initiatives focused on economic growth, business development, downtown revitalization, tourism, arts and culture, and strategic partnerships, while coordinating closely with the complementary Assistant Deputy Mayor to ensure alignment across other agencies and priorities including housing and planning. This role drives accountability, performance, and cohesion across a complex network of public, nonprofit, and private-sector partners advancing Baltimore’s economic strength and neighborhood vitality. This role serves as the Deputy Mayor’s primary liaison to key economic and quasi-public entities, including: Mayor’s Office of Employment Development· Baltimore City Convention Center· Baltimore Development Corporation Baltimore Public Markets Corporation· Visit Baltimore Create Baltimore· Live Baltimore· Downtown Partnership of Baltimore Waterfront Partnership. Baltimore is at a defining moment. As the City advances the Downtown RISE strategy, executes a $3 billion plan to eliminate vacant housing, reimagines the Inner Harbor, strengthens neighborhood commercial corridors, and drives inclusive economic growth, coordinated executive leadership is essential. The Assistant Deputy Mayor plays a pivotal role in: Aligning economic development strategy with neighborhood revitalization goals Driving interagency coordination to remove barriers to growth Strengthening quasi-public governance and financial sustainability Cultivating anchor institution, philanthropic, and private-sector partnerships Ensuring major catalytic projects advance with urgency and accountability. This role ensures Baltimore’s economic development efforts are cohesive, performance-driven, and aligned with the mayor’s vision for a more equitable and thriving city.

Requirements

  • Leadership experience in public administration, economic development, urban planning, or related fields.
  • Demonstrated experience managing complex initiatives across multiple stakeholders.
  • Strong analytical, organizational, and communication skills.
  • Ability to manage sensitive matters with discretion and professionalism.
  • Strategic Vision: Ability to synthesize complex policy, financial, and operational considerations into clear direction.
  • Executive Judgment: Comfort navigating high-stakes decisions involving political, financial, and community implications.
  • Cross-Sector Fluency: Experience working with government agencies, nonprofit organizations, quasi-public entities, and private-sector partners.
  • Operational Acumen: Strong understanding of budgets, contracts, governance structures, and performance management.

Responsibilities

  • Advise the Deputy Mayor, Mayor, and CAO on important policy and program decisions related to economic development.
  • Coordinate and oversee the day-to-day operations of agencies within the economic development portfolio.
  • Ensure agency alignment with mayoral priorities, performance benchmarks, and fiscal accountability.
  • Identify opportunities to increase operational efficiency and cross-agency collaboration.
  • Ensure transparency, accountability, and long-term sustainability across partner organizations.
  • Lead coordination of catalytic initiatives including Downtown RISE implementation.
  • Oversee place-based economic development strategies and activation efforts across commercial corridors.
  • Coordinate closely with the Mayor’s Office of Employment Development to align workforce pipelines with employer demand.
  • Engage with business leaders, anchor institutions, and regional partners to drive investment and job creation.
  • Represent the Mayor and Deputy Mayor before civic groups, boards, commissions, and regional organizations.
  • Maintain strong relationships with neighborhood associations, business improvement districts, developers, philanthropic leaders, and state partners.
  • Facilitate resolution of complex, cross-sector issues requiring executive coordination.
  • Develop and execute strategic initiatives advancing equitable economic growth.
  • Make recommendations regarding consolidation, modification, or creation of programs to improve outcomes.
  • Ensure projects and initiatives progress on schedule and achieve measurable impact.
