Department of Transportation (NCDOT) Division of Aviation, a recognized leader in air mobility innovation, promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the state’s aviation authority, the division manages state and federal airport infrastructure development grant projects, in collaboration with local government owners of the state’s 72 public airports, the integration of advanced air mobility and unmanned aircraft systems for business and government use, airport professional development, aviation business and workforce development, and flight services for state agencies. The Aviation Compliance Manager, Program Analyst I, reports to Deputy Director of the Flight Operations and Airport Affairs. This team encompasses the Division of Aviation’s manned flight department, the UAS Flight Operations unit, and airport compliance oversight. The Aviation Compliance Manager ensures North Carolina public use airports meet all legal, regulatory, and grant-related obligations while operating safely, fairly, and without discrimination. The selected candidate provides guidance, training, resources and direction to all 72 obligated public use airports to ensure uniform application of federal law. With assistance from FAA, they will oversee complex management agreements, public private partnerships, sponsor transfers, and will adjudicate and mediate complaints between airport sponsors and users filed under Title 49 CFR Part 13. They will oversee land release requests from federal obligations and review and coordinate non-aeronautical event requests. They will provide management support on complex topics, congressional inquiries, and complaints from airport users or the general public. In this role, you will: Serve as a subject matter expert on aviation compliance, providing guidance, training, and oversight to NCDOT staff, airports, and other stakeholders. Ensure airport operations and projects comply with state and federal laws, FAA policies, and grant obligations. Conduct investigations, audits, and land use inspections, and coordinate corrective actions with the FAA. Lead compliance reviews for land releases, acquisitions, financial audits, etc. Represent compliance interests in planning and innovation efforts for advanced air mobility and statewide aviation initiatives. Act as the FAA-designated DBE Liaison, managing goals and Title VI compliance for federally funded airport projects.
