This is an administrative work in which the incumbent is responsible for planning and directing the research and analytical activities of the Budget and Finance Department. The incumbent more specifically directs the daily operations of the department, including the finance, accounting, budget, grants, by performing a variety of management, administrative, technical, and professional duties relative to the County's finances and accounting functions. This work involves directing the formulation and presentation of budgets and monitoring funds to implement program objectives of county funds which have been appropriated by the Hinds County Board of Supervisors. The incumbent uses judgment in interpreting and applying policies, guidelines, procedures, and state laws. This position reports to the County Administrator. The following are examples of work intended only as illustrations of the various types of work performed in positions allocated to this occupational class. Directs the daily operations of the Budget and Finance Department, including financial, accounting, budget, grants, and inventory programs. Directs the administration of the county's inventory process, state requirements, and accountability. Gives administrative leadership to all divisions. Ensures financial accountability, integrity, consistency, and efficient financial operations in accordance with all applicable laws, regulations, and Generally Accepted Accounting Principles. Ensures the preparation of monthly Fund Balance and Budget-to-Actual Performance Reports. Ensures the timely and appropriate administration of the countywide accounting function, including accounts payable and receivable, project and capital assets accounting and reporting, and debt administration. Directs and manages the administration of the County's finances related to cash flow, reserve requirements, alternative funding strategies, cost-benefit analysis, return on investments, and/or other related items. Directs the preparation and approval process for the County's annual budget and subsequent monitoring of budgetary implementation: including, but not limited to, monitoring the annual operating budget, budget amendments and transfers, monitoring economic conditions; forecasting; provision of financial projections and recommendations; and development of multi-year financial plans. Reviews requests for amendments to the established budget, ensuring procedural compliance with the amendment approval process. Assists with the County's economic development activities through provision of finance services. Performs other duties of a similar or related nature and assists with special projects as necessary or assigned.
