About The Position

Serves as Lead Worker for the PEPS Center of Employee Engagement. Monitors progress/benchmarks, financial expenditures, allocations, and inspects final results. Serves as the point of contact for contracts and related issues. Reports to the Deputy Division Director. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties: · Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager. · Develops and monitors the section/branch budget. · Develops methodologies, rules and procedures. · Ensures compliance with laws, regulations, policies and procedures pertaining to functional area. · Coordinates the training of new professional and/or technical contract staff. · Facilitates analysis, oversees interpretation of legislation, statutes, federal regulations and implements the development of policies and procedures to ensure compliance with Department and governmental regulations. · Performs site visits to virtual staff work locations to oversee, monitor and ensure program quality control processes of projects. · Make presentations at local, state and federal levels. · Oversees and provides advanced technical assistance to plan, develop, implement, and monitor effective programs; researches and makes recommendations concerning contract administration systems. · Oversees studies or surveys to assess program outcomes and identify or forecast cost savings. · Provides advanced technical and administrative support to include reviewing, processing, answering questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrants. · Performs other job responsibilities as assigned.

Requirements

  • Bachelor's Degree in business administration, finance, or a related discipline. Relevant work experience may be substituted for degree on a year per year basis.
  • 7 years contract administration, contract management, contract development, or related experience (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Valid driver’s license. This position requires driving a state vehicle.

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers

Nice To Haves

  • Require certification as Certified Texas Contract Mgr (CTCM) and/or Certified Texas Contract Developer (CTCD) per Texas Administrative Code or obtain certification within one year of hire
