About The Position

The End User Security Administrator serves as the agency’s primary authority for managing user access across all internal and external applications. This role oversees the full lifecycle of access requests, administers user and group objects within DEQ’s Active Directory OUs, and ensures access workflows are routed and completed accurately. The position works closely with system owners to develop and maintain system access policies and leads the agency’s transition to persona based permissions to support consistent, least privilege access practices. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Requirements

  • Knowledge of access control principles, including least‑privilege and separation of duties.
  • Knowledge of identity and access management processes such as user provisioning, authentication, MFA, and SSO.
  • Knowledge of Active Directory user and group administration.
  • Knowledge of information security standards related to access control.
  • Skill in administering user access and permissions across multiple systems.
  • Skill in troubleshooting authentication, access, and directory‑related issues.
  • Skill in maintaining accurate procedures, documentation, and audit records.
  • Ability to interpret and apply access control policies and compliance requirements.
  • Ability to collaborate effectively with system owners, IT teams, and external agencies.
  • Ability to manage multiple tasks and priorities with accuracy and attention to detail.
  • Ability to communicate technical information clearly to both technical and non‑technical audiences.
  • Demonstrated commitment to excellence in customer service.
  • Ability to communicate effectively with all levels of management within the agency while working in a team environment
  • A combination of education, experience, and training in Computer Science, Information Systems, or related field demonstrating the required knowledge, skills, and abilities of the position.

Responsibilities

  • The administrator maintains all procedures and documentation related to end user security administration
  • Supports periodic access reviews
  • Ensures alignment with Commonwealth access control standards
  • Serves as the primary security contact for external agency applications
  • Provides backup support for enterprise software license management
  • Helps maintain a secure, compliant, and well‑governed access environment for the agency
