ENVIRONMENTAL SUPERVISOR II – SES This is an internal promotional opportunity only. Only current DOH employees will be considered. Your Specific Responsibilities: Licensing Related Duties include: Supervises the work of Environmental Health Specialists who perform and coordinate all activities pertaining to the inspection of childcare homes and centers and their licensure. Assists staff with challenging issues in the field by providing support telephonically and/or in person. Accompanies staff in the field on a regular basis to provide feedback and mentoring. Supervises the work performed by Sr. Clerks in the licensing process. Reviews license files, inspection reports, and supporting documentation to determine whether the licensee is in compliance with applicable laws and regulations for the issuance of temporary permit, change licenses, substantial compliance, and renewal licenses. Recommends the issuance or denial of licenses to childcare homes and centers and supports those recommendations at PCLB Board meetings. Participates, or leads, staff activities assigned by the PCLB Board. Participates or initiates the solicitation and recommendation of persons to serve on the PCLB Board Advisory Board. Provides updates or instructions on PCLB Board assignments and/or actions to CCLP Staff. Initiates and works with legal counsel in conducting enforcement actions when warranted and prepares letters for license denial, suspension, and revocation. Provides oversight of the investigation of allegations of unlicensed childcare activities and other instances of serious non-compliance with Pinellas regulations, monitors status following initial investigation, and coordinates appropriate legal actions. Provides testimony at court appearances as expert witness. Assures that all staff members perform legal duties as mandated reporters of suspected child abuse or neglect. Provides training to staff members and assures that supervisees obtain required annual training. Provides information to the public regarding childcare statutes and regulations and offers extensive technical advice and guidance to applicants and licensees, as needed. Participates in meetings and conferences; tracks legislative and DCF activities regarding childcare licensing for revisions of laws and rules; and formulates recommendations for changes in local regulations. Attends training functions to maintain and improve professional knowledge and skills as assigned and makes recommendations for improvements in quality for licensed childcare. Actively participates in various childcare and public health educational programs as needed. Represents the program on various committees, boards, and task forces on a regular basis and at PCLB, ELC and JWB Board meetings and other meetings in the absence of the Executive Director, upon request. Represents the program on various committees and task forces as assigned. Investigates cases of potential fraud; licensure violations; and program violations. Research may require the incumbent to access Facebook, Craigslist, or other social media websites to identify, track and document potential Licensing fraud and abuse. Collects evidence and recommends corrective actions or penalties as appropriate. Triages and assigns complaints for investigation and provides follow up direction. Provide Technical Assistance for licensed providers, including conducting enforcement conferences. Collects, compiles and submits monthly statistics and licensing activity reports, along with the DOH invoice, to DCF for contract reimbursement. General organizational duties include: Communicates regularly with staff in order to motivate employees and cultivate new ideas and assess workplace climate, challenges and strengths Plans training activities and assists in implementation. Prepares performance appraisals, mentors staff, counsels, and/or disciplines as necessary Approves or disapproves leave and time sheets, mileage, and daily activity records. Recruits for vacant positions and coordinates screening and hiring activities. Actively participates in program quality assurance activities and recommends new QA processes. Prepares various informational and statistical reports as required. Completes timesheets and EARS accurately within required time frames to ensure accountability. Assists in reviewing and editing PCLB and CCLP meeting minutes. Evaluates licensing program and employee performance in order to maintain program uniformity and established standards and meet division objectives. Works collaboratively with the Executive Director in the oversight of the program and establishing goals and objectives. Meets or exceeds SMART performance expectations including but not limited to ensuring that inspections are accurate and timely, ensuring statistical reporting is accurate and timely, and that licensing checklists are complete and accurate within established program timeframes.
