About The Position

If your answer is yes, then we want you to join our team at the Utilities Commission and make a difference. The NC Utilities Commission is looking for a Executive Assistant II. This position is assigned to the Commissioner’s Suite of the NC Utilities Commission. The major purpose of this position is to serve as Confidential Executive Assistant for the Chairman, who is both the chief administrative officer and the chief executive officer of the Commission. This position serves as a one-on-one direct support to the Chairman, while also maintaining duties and responsibilities to the group of Commissioners as well as to the agency to ensure the efficient and orderly administration of the agency. The work of this position ranges from the provision of administrative support to the performance of more substantive paralegal support to the Chairman and to the Commissioners’ Suite, as necessary. Division responsibilities include but are not limited to: In performing duties and responsibilities, this position is delegated significant responsibility for administrative functions that extend to the entire scope of the Commission’s activities. This responsibility involves significant research, problem-solving, planning, and implementation/execution roles that require substantive knowledge of multiple and varied programs as well as knowledge of internal processes and procedures. This position will: Function with significant independence, except where technical, legal, or administrative complexities of the program require direct involvement of the Chairman or other management-level Commission staff. Necessitate interaction with both Commission staff and external stakeholders, underscoring the need for strong communication skills and effective collaboration abilities. Handle and manage confidential and highly sensitive information as well as the interaction with the Governor’s office, executive branch leadership, legislative leadership, and utility leadership and, thus, requires a high degree of professionalism, discretion, and sound judgment. Involve a significant workload that requires serious attention to detail, the ability to handle multiple tasks well at any given time, and the ability to operate in a fast-paced work environment. Direct communication with the Chairman may be required to occur after hours, as the business needs of the agency dictate. Finally, this position supervises the administrative support staff within the Commissioners’ Suite, which includes the administrative professionals that provide administrative support to the Commissioners. Thus, this position requires the ability to supervise, manage, coach, organize and motivate others. This a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement.

Requirements

  • Considerable knowledge of policies, procedures, laws, rules, and regulations applicable to the NC Utilities Commission or ability to gain same; ability to demonstrate and apply this knowledge in performance of administrative support tasks.
  • Prior experience in a confidential environment and experience working with confidential and sensitive data.
  • Ability to use correct grammar, organization, and structure; ability to present ideas clearly, effectively, and comprehensibly in written and oral form; ability to edit, adjusting language or terminology to meet needs of the audience or as appropriate.
  • Proficiency with Microsoft Word and Excel.
  • Ability to compile, assimilate, organize, and analyze printed and electronic data and information.
  • APPLICANTS MUST MEET THE EDUCATIONAL AND EXPERIENCE REQUIREMENT IN ORDER TO QUALIFY FOR THIS POSITION.
  • Bachelor's degree, preferably in business administration or a related discipline from an appropriately accredited institution and two years of progressively responsible administrative/office management experience; Or; Associate’ s degree in secretarial science, business administration, or a related discipline from an appropriately accredited institution and four years of progressively responsible administrative/office management experience; Or; High school or General Educational Development (GED) diploma and six years of progressively responsible administrative/office management experience; Or; An equivalent combination of education and experience.

Responsibilities

  • supporting the Chairman in role as chief administrative officer of agency, specifically with respect to ensuring the orderly and efficient administration of the agency’s business
  • providing general administrative support directly to the Chairman
  • corresponding and communicating internally and externally, including with agency staff, representatives of other state agencies, representatives of regulated utilities, elected/appointed representatives, and the public
  • monitoring of email and docket system to ensure that Chairman is made aware of significant items on at least a daily basis
  • supporting Chairman’s participation in and leadership of state and national organizations
  • supporting Chairman with internal and external presentations
  • managing Chairman’s schedule, calendar and travel
  • performing special projects as necessary
  • supporting the Chairman in role as chief executive officer of agency, specifically with respect to the proceedings before the Commission
  • understanding and mastering docketing system, both the internal and external components
  • navigating multiple jurisdictions’ docketing systems, including that of the Federal Energy Regulatory Commission (FERC)
  • organizing and managing materials necessary for Chairman’s participation in proceedings
  • preparing written statements for Chairman for use during proceeding
  • assisting with proceedings, particularly public witness and expert witness hearings, as necessary and at the Chairman’s direction
  • performing legal research and order drafting, as requested by the Chairman or on behalf of the Commissioners’ Suite
  • supervises the administrative support staff within the Commissioners’ Suite
