About The Position

The Resilient Missile Warning/Missile Tracking (Resilient MWT) Medium Earth Orbit (MEO) program delivers a phased, capability‑based approach to meeting the operational objectives defined in the Missile Warning (MW) and Missile Defense (MD) Overhead Persistent Infrared (OPIR) Capability Development Document (CDD). We are seeking an experienced Facilities Manager (FM) to lead the planning, development, and sustainment of mission‑critical facilities supporting this high-visibility DoD program. The FM will oversee the design, buildout, integration, and maintenance of Sensitive Compartmented Information Facilities (SCIFs) and associated infrastructure. This role partners closely with the Chief Operations Engineer, Government Engagement & Execution (GEP) team, and functional SMEs to define facility requirements, procure equipment, and ensure all facilities meet operational, security, and regulatory standards. The FM manages all phases of facility projects—from concept through delivery—ensuring alignment with program objectives, building codes, security requirements, and customer expectations. This role is essential to ensuring safe, compliant, and fully mission‑ready facilities that support program execution.

Requirements

  • Active TS/SCI clearance
  • 10+ years of relevant experience with a BS/BA; 8+ years with an MS/MA; 5+ years with a PhD; or an additional 4 years of experience in lieu of a degree.
  • Demonstrated ability to lead multiple facility projects simultaneously and deliver on time and within budget.
  • Experience constructing, modifying, or supporting secure facilities, including SCIFs—domestic or overseas.
  • Strong knowledge of building codes, construction standards, and facility project regulations.
  • Experience with environmental hazard remediation and mitigation techniques.
  • Proven ability to develop and manage project schedules, budgets, and cost estimates.
  • Knowledge of current SCIF construction and accreditation requirements.
  • Ability to travel up to 25%.
  • This position is contingent upon award of contract

Responsibilities

  • Lead planning, design, integration, and delivery of program facilities, including Secured Facility spaces.
  • Develop and maintain facility design documentation, requirements, and integration artifacts.
  • Coordinate facility needs with engineering teams, program leadership, and Government representatives.
  • Maintain compliance with OSHA regulations, building codes, and DoD/IC facility standards.
  • Coordinate with the Facility Security Officer (FSO) to support Government Protection Surveys.
  • Independently manage project schedules to meet customer timelines and budget constraints.
  • Procure Government and contractor‑furnished equipment to meet facility buildout timelines.
  • Oversee design, development, installation, and documentation of facility equipment, communications, and layouts.
  • Manage construction and renovation activities to ensure compliance with environmental, health, safety, and security standards.
  • Issue RFPs for equipment, construction, and maintenance services; evaluate contractor proposals.
  • Identify project risks and develop mitigation strategies to maintain schedule and cost performance.
  • Conduct environmental hazard planning, mitigation, and remediation activities as required.
