About The Position

This is a complex administrative and health care regulatory work position located in the Deputy Secretary's Office for Health Quality Assurance, reporting to the Senior Management Analyst Supervisor. The incumbent may be expected to work during office closures in the event of a disaster. Duties and responsibilities are as follows: Assists in compiling and presenting data. Maintains knowledge of frequently requested Division statistics, indicators and goals. Supports the report writers in the unit with the maintenance of reports. Coordinates the preparation of materials relating to routine and special projects and information requests. Coordinates the completion of the Division's participation in the development of the long-rang program plan, Division overview documents and other planning documents. Provides leadership on legislative activities concerning the Division including: coordinating the preparation of legislative presentations; tracking legislative bills; policy review of legislative bills and amendments to ensure analyses reflect appropriate policy, budgetary and staffing issues that would affect the Division; training Health Quality Assurance staff with regards to bill analyses and the Legislative Bill Analysis Tracking site; ensuring timely submission of the analyses; and ensuring the Deputy Secretary is aware of all aspects of major bills affecting Health Quality Assurance. Assist with the preparation of responses to inquiries from the Office of Legislative Affairs. Organizes disaster management relief as applicable. Assists with disaster preparedness and policy. This position has been identified as mission essential. The incumbent in this position may be required to work during the weekend or on holidays. In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency work may involve the incumbent to work in another county or staffing location to assist other State Agencies with emergency work. Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. A good attendance record is essential for any individual in this position, as the work involved occurs daily and is time critical. The individual in this position is expected to report to work daily and on time. Leave must be requested in advance except in emergency circumstances not under the control of the employee.

Requirements

  • Strong reading, writing and analytical skills.
  • Ability to use standard office machinery, including copiers, fax machines, scanners and computers.
  • Proficiency in the use of Word, Excel, and other agency software.
  • Capability to learn new software (i.e. Visio, LobbyTools, SharePoint, Tableau) and application systems.
  • Ability to communicate effectively, both verbally and in writing.
  • Knowledge of laws, rules, policies and procedures governing health care facilities and the types of health maintenance organizations regulated by the Division of Health Quality Assurance.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to analyze reports of many types to detect and correct problems.
  • Ability to plan, organize and complete work assignments timely.
  • Four years of professional experience in policy analysis, program research, program planning, program evaluation, systems analysis, or administrative work.
  • A bachelor's degree from an accredited college or university can substitute on a year for year basis for the required experience.

Nice To Haves

  • Preference will be given to candidates with knowledge of the Florida legislative process, laws and rules governing health care facilities or experience in data querying and analysis.
