About The Position

This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire Government Operations Consultant III who desires to work to enhance the delivery of health care services through the Florida Medicaid Program. This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment. This position is located in the Bureau of Medicaid Policy. Medicaid Policy is responsible for the development, coordination, and implementation of Florida Medicaid program policies, including: all Medicaid federal authorities (e.g. the Florida State Plan, 1115 waivers and home and community based waivers), administrative rules, coverage policies, managed care plan contracts, bill analyses, drug utilization review boards, preferred drug lists, supplemental rebate contracts, and KidCare/Title 21. This position is responsible for assisting with the research, coordination, implementation, and evaluation of behavioral health transformation initiatives under the Florida Medicaid program and related Agency programs. The incumbent supports program operations, policy implementation activities, and stakeholder coordination to improve the delivery of behavioral health services in accordance with Agency priorities and applicable federal and state requirements. Behavioral Health Program Support The incumbent shall: • Assist with implementation of behavioral health redesign and transformation initiatives. • Support program activities designed to improve access, coordination, quality, and efficiency of behavioral health services. • Assist with development and maintenance of program procedures and operational processes. • Monitor program activities and identify operational issues. • Assist with tracking transformation activities and implementation timelines. • Assist with development of work plans and project documentation. • Support coordination of behavioral health initiatives across Agency units. • Assist with development of materials supporting behavioral health initiatives. Policy and Operational Support The incumbent shall: • Assist with development and maintenance of behavioral health policies and procedures. • Assist with drafting guidance documents, program communications, and technical assistance materials. • Support implementation of new policies and program requirements. • Assist with tracking policy development activities. • Assist with reviewing program documents for consistency with Agency policies and applicable laws and regulations. Research and Data Support The incumbent shall: • Conduct research related to behavioral health programs and service delivery models. • Assist with collection and organization of program data. • Assist with preparation of reports and summaries. • Assist with analysis of program information to identify trends and issues. • Conduct fact-finding activities related to program operations. • Organize information into logical formats for reporting purposes. Program Coordination The incumbent shall: • Assist with coordination of meetings and workgroups related to behavioral health initiatives. • Prepare meeting materials and summaries. • Assist with stakeholder communications. • Provide technical assistance to staff and stakeholders regarding behavioral health program requirements. • Maintain program documentation and records. • Assist with responding to requests for program information. Communication The incumbent shall: • Prepare written materials including reports, correspondence, and program summaries. • Assist with development of presentations and briefing materials. • Communicate program information clearly and accurately. • Establish and maintain effective working relationships with internal and external stakeholders. Examples of Work Performed Examples of work performed include, but are not limited to: • Assisting with implementation of behavioral health transformation initiatives. • Conducting research on behavioral health programs and policies. • Preparing program summaries and reports. • Assisting with development of program guidance materials. • Supporting behavioral health workgroups and meetings. • Tracking project activities and timelines. • Assisting with analysis of program data. • Supporting preparation of legislative or executive briefing materials. • Maintaining program documentation. • Assisting with stakeholder coordination.   • Two years of professional experience in health policy, behavioral health programs, Medicaid programs, public health programs, or health care program administration.
  • Two years of professional experience conducting research, analysis, or program evaluation related to health care, behavioral health, or public programs.
  • Two years of experience preparing technical or professional written materials, such as policy documents, reports, analyses, or program guidance.
  • College education from an accredited institution can substitute on a year for year basis for the required experience.
