About The Position

This position manages the Classification, and Recruitment & Selection program areas and Special Projects within the Bureau of Human Resources. The incumbent in this position develops, formulates, and updates policies and procedures, ensures the implementation of changes to the Classification, and Recruitment & Selection program areas and ensures compliance with state and federal laws, Florida Statutes, Department of Management Services state personnel rules and guidelines. Spends a major of time communicating with, motivating, training, and evaluating employees, planning, and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such activities. Provides strategic management, project management and responds to Legislative requirements and requests. Establishes procedures to ensure objectives and deadlines in Classification and Recruitment & Selection. Prepares information to assist staff with technical and administrative details. Analyze classification and recruitment & selection procedures to determine efficiency and recommends new or revised procedures that will result in process improvements. Develops, and implements the department's Veterans' Preference Plan as required by Florida statute. Provides the Department of Management Services (DMS) with required reports, and data. Completes OPS extensions for the Department as required by Florida statute. Manages the Workforce Reduction process. Ensures program areas are abreast of changes, and required updates are implemented timely. Serve as People First Liaison. Attends all People-first user meetings to stay abreast of current and future system changes. Provides feedback to Chief of Human Resources regarding classification and recruitment & selection operations, and the level of service provided by, and within the People First system and services. Assists and responds to assignments from management and inquiries from customers within a 24-hour period. Resolves classification and recruitment & selection questions, concerns and issues for managers, supervisors, and employees in a timely manner. Conduct classification, position wage and salary studies. Communicates with DMS and prepares written justification for actions requiring their approval. Approves personnel actions requests for Headquarters, and other program areas. Makes recommendations to the Chief concerning approval or disapproval of requests for classification and recruitment & selection actions. Identifies and provides Human Resources' training. Provide training regarding rules, statutes, policies, and procedures. Develops training materials to be utilized. Serve as Program Administrator for E-Verify (Employment Eligibility System); add delete users, maintain accounts, reports, create and manage cases. Reviews, updates, and maintains all information in Forms Library, Skill Pro and Intranet related to Classification and Recruitment & Selection. Performs other related duties as assigned.

Requirements

  • High School Diploma or its equivalent and three years of experience in human resources.
  • Two (2) years of supervisory experience.
  • Knowledge of the basic principles of personnel administration
  • Knowledge of one or more personnel program functions such as selection, classification and pay, employee benefits, labor relations, employer/employee relations or training, and the principles and techniques of effective communication
  • Knowledge of the methods of data collection, management principles and practices
  • Ability to manage a personnel program, determine work priorities, and ensure proper completion of work assignments
  • Ability to communicate clearly and effectively, both verbally and in writing
  • Ability to establish and maintain effective working relationships with others, formulate policies and procedures and collect, evaluate and analyze data relating to personnel program functions
  • Ability to organize data into logical format, compose correspondence, solve problems and make decisions
  • Ability to work independently, understand and apply applicable rules, regulations, policies and procedures relating to personnel program functions, and prepare reports relating to personnel program functions.
  • Proficiency in Microsoft Office Suite (e.g., Outlook, Word, Excel), and the ability to quickly learn additional software and technologies as needed.
