About The Position

The IT Director leads the Information Technology Division within Management Services under the direction of the Executive Director of Management Services. This role is responsible for strategic planning, enterprise technology governance, and operational oversight of IT operations, services, cybersecurity, data protection, enterprise systems, and project delivery, ensuring compliance with applicable data security requirements. The Director partners with city leadership and department stakeholders to align IT services with organizational goals, manages IT budgets and vendor relationships, and supervises professional and technical staff.

Requirements

Minimum six years of progressively responsible IT experience, including at least five years of direct supervisory/management experience overseeing technical staff and budgets.
Bachelor's Degree in Computer Science or a related field.
An equivalent combination of the above stated work experience and education is acceptable.
Must possess a valid Utah Driver's License or obtain one within six months of hire.
Extensive knowledge of cybersecurity which includes data intrusion detection and prevention systems, Virtual Private Networks (VPNs) and remote access.
Knowledge of advanced principles and operating procedures of enterprise computer systems, cloud-based platforms, and related equipment including comprehensive cybersecurity governance and risk management practices.
Knowledge of enterprise infrastructure, cloud services, software-as-a-service (SaaS) platforms, peripheral equipment, and their integration with other hardware and software systems.
Knowledge of the operational characteristics, services, and activities of an agency-wide enterprise technology environment, including cloud services, identity and access management systems, and enterprise resource planning (ERP) systems.
Knowledge of the principles and practices of program development and administration.
Knowledge of IT governance frameworks, data governance standards, disaster recovery and business continuity planning principles, and regulatory compliance requirements applicable to municipal government operations.
Knowledge of the principles of project management, system development life cycle methodologies, and enterprise technology lifecycle planning.
Knowledge of the principles of business management, personnel management, and team dynamics.
Knowledge of advanced analytical methods and problem-solving techniques to evaluate complex technical systems, risks, and operational challenges and provide effective solutions.
Knowledge of the principles and practices of municipal budget preparation and administration.
Knowledge of the principles of supervision, training, and performance evaluation.
Skill in analyzing programs, projects, policies, cybersecurity risks, and operational needs to develop strategic technology solutions.
Skill in interpreting and applying federal, state, and local policies, laws, and regulations.
Skill in communicating clearly and concisely, both orally and in writing, including the ability to present complex technical information to executive leadership, elected officials, and non-technical stakeholders.

Nice To Haves

Knowledge of Tyler Technologies, MUNIS, or other ERP software preferred.
Employee will be required to complete NIMS IS100, IS200, , IS700, IS800, ; and any position specific NIMS/ICS courses based on assignment within two years of hire.

Responsibilities

Assume management responsibility for all services and activities of the Information Technology Division including hardware, software, network, telecommunication, and enterprise applications.
Develop and implement division goals, objectives, policies, technology standards, and performance measures in alignment with organizational priorities and direction from the Executive Director of Management Services.
Establishes service level standards and performance benchmarks; monitor and reports on service effectiveness and operational performance; recommend, within departmental policy, appropriate service, and staffing levels.
Lead and oversee the City's cybersecurity and data protection program, including risk assessments, incident response, disaster recovery, business continuity, identity and access management, endpoint protection, and compliance with recognized security frameworks (e.g., NIST, CIS, etc.).
Oversee cloud-based platforms, enterprise systems and applications, identity and access management systems, and SaaS governance to ensure security, reliability, and cost effectiveness.
Plan, coordinate and oversee division projects and technology initiatives, assign and review work activities; monitor progress; assess citywide operational impacts; resolve issues in coordination with affected departments.
Negotiate and manage technology contracts, service-level agreements, and vendor performance to ensure cost-effective and secure service delivery.
Review requests for information services and recommendations for system changes; assess the city-wide impact of proposed changes; approve changes that minimize expenses and improve services.
Monitor hardware/software usage and performance for capacity planning; evaluate system operations; make recommendations as necessary.
Plan, coordinate, and monitor office automation projects and operations; plan and oversee training of city staff in the use of computer hardware and software.
Research and evaluate computer hardware and software.
Monitor technology usage to support system improvements.
Select, train, motivate, manage, and evaluate Information Technology Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Oversee and participate in the development and administration of the Information Technology Division budget; direct the forecast of funding needs and monitor and approve expenditures; implement adjustments.
Serve as liaison for the Information Technology Division with other city departments, divisions, and outside agencies; negotiate and resolve sensitive and controversial issues.
Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
Provide responsible staff assistance and technology guidance to the Executive Director of Management Services.
Conduct operational reviews, investigations, and recommend improvements to technology programs, systems, policies, and procedures.
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of computer technology and software.
Support resolution of complex technical issues affecting City services, including those impacting the public.
Provide consultative services to internal city stakeholders to identify and support operational technology needs.
Participate in safety and risk management activities; take action to reduce liability to the city.
Attendance and punctuality are essential functions of this position.
Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employee is required to use on-site equipment.
