About The Position

CVP is seeking an experienced Program Director with OpenText ECM expertise to lead delivery and operations for a large Federal Research Institute. In this role, you will drive program governance, Agile/EPLC execution, portfolio reporting, technical leadership, and stakeholder engagement across a mature ECM environment supporting scientific, administrative, and collaboration needs for the Federal Research Institute.

Requirements

  • Public Trust eligibility.
  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or related field.
  • 10+ years leading multi-team delivery in federal environments; demonstrated communication with CO/COR and senior stakeholders.
  • Proven success managing large OpenText ECM programs (Content Server/AppWorks), Agile/EPLC delivery, portfolio reporting, and QAP-driven performance.

  • NIH experience, including ECM@NIH SaaS onboarding and cross-institute delivery.

Responsibilities

  • Lead day-to-day PMO operations, ensuring efficient delivery of services across all tasks and subtasks
  • Own and maintain the Task Order Management Plan (TOMP), Quality Assurance Plan (QAP), work schedules, and contract year spending plans aligned to HHS EPLC methodology
  • Deliver Monthly Administrative Reports and status updates in Government-required formats; conduct In Progress Reviews for PMO support, Workforce Management, and Risk Management
  • Hold monthly meetings with the Federal Lead to validate staffing, prioritize tasks, and ensure on-time delivery
  • Provide portfolio-level visibility across projects, products, and initiatives; coordinate deliverables across all contractor and subcontractor staff
  • Develop and maintain standard processes; provide recommendations to improve work efficiency and management effectiveness
  • Provide technical direction, oversight, and development of roadmaps aligned to mission objectives
  • Drive innovation of ECM technology solutions and conduct routine and ad hoc service delivery monitoring and reporting
  • Lead change management, communications, and training to drive adoption of services and capabilities
  • Serve as primary point of contact for CO/COR and senior stakeholders; proactively communicate status, risks, and performance metrics
