About The Position

The C-UAS Quality Manager ensures that all hardware, software, and integrated C‑UAS systems delivered under the DHS program meet DoD and DHS quality, reliability, safety, cybersecurity, and compliance standards across development, production, integration, test, deployment, and sustainment. This includes oversight of complex multi‑sensor systems (RF, radar, EO/IR), power systems, trailerized platforms, networking/backhaul, cyber controls, C2 software, and where applicable, EW/jamming components. This further role ensures adherence to DHS’s Acquisition Lifecycle Framework and Systems Engineering Lifecycle (SELC), which require disciplined technical reviews, quality controls, and lifecycle artifacts that support acceptance and fielding decisions.

Requirements

  • Must be a U.S citizen with an ACTIVE security clearance of at least the SECRET level.
  • Bachelor’s degree in Engineering (Systems, Electrical, Mechanical, Aerospace), Computer Science, or a related technical field.
  • 7+ years’ experience in Quality Management, Systems Engineering Quality, or T&E Quality roles within DoD, DHS, or related federal defense programs.
  • Experience with complex systems quality involving RF, radar, EO/IR sensors, networking, power systems, C2 software, and integrated hardware/software products.
  • Strong experience developing or reviewing test artifacts aligned to structured lifecycle processes such as the DHS SELC.
  • Proven experience with data governance, data quality control, automation, and analytics oversight.
  • Familiarity with cybersecurity quality controls and evidence associated with RMF (NIST SP 800‑37).
  • Experience working with or supporting DT/OT activities and understanding test data quality requirements.
  • Experience implementing corrective actions, leading quality investigations, and deploying QMS improvements.

Responsibilities

  • Establish and enforce program‑wide quality management systems (QMS) consistent with DHS SELC, DoD quality practices, and acquisition requirements.
  • Ensure subsystem and system‑level products comply with technical standards for reliability, safety, cybersecurity controls, interoperability, and environmental requirements.
  • Review all engineering, manufacturing, and test artifacts to confirm adherence to DHS/DoD quality expectations across lifecycle phases.
  • Maintain oversight of non‑conformances, corrective action tracking, defect classifications, and RCA.
  • Oversee the quality of incoming sensor, system, and test data, including cleansing, normalization, traceability, and secure handling.
  • Eliminate risk by reducing manual data handling, implementing automation, and ensuring compliance with DHS data management policies.
  • Support internal program teams and external stakeholders in the examination of high‑severity data issues, ensuring rapid triage and resolution.
  • Review and approve all new data feeds, ensuring they meet performance, security, and interoperability requirements before ingestion.
  • Design and manage quality‑driven test cases to evaluate the integrity of incoming data streams, sensor outputs, C2 system behavior, and multi‑sensor fusion.
  • Support Developmental Test (DT) and Operational Test (OT) by validating test data completeness, correctness, and correctness of evaluation metrics.
  • Verify that test and evaluation artifacts meet DHS SELC standards and support milestone reviews.
  • Implement incoming inspection and supplier quality controls for RF sensors, EW subsystems, power components, and trailerized platforms.
  • Ensure production processes follow accepted DoD‑level quality and configuration management practices.
  • Oversee acceptance testing, factory acceptance tests (FAT), system integration quality, and production readiness assessments.
  • Lead program quality risk identification, tracking, and mitigation in accordance with DHS acquisition and technical review processes.
  • Identify systemic weaknesses and lead cross‑functional efforts to eliminate quality breaks.
  • Establish KPIs for quality performance and drive continual improvement across engineering, test, and operations.
  • Implement and maintain quality management policies, operational practices, SOPs, and compliance documentation.
  • Ensure program alignment with DHS acquisition governance and SELC technical reviews that rely on exit/entrance criteria and quality artifacts.
