About The Position

The C-UAS Training Manager leads the end‑to‑end training ecosystem for the DHS Counter‑UAS (C‑UAS) program—covering operators, maintainers, deployers, helpdesk/triage, and leadership/decision‑makers. You will stand up a compliant, audit‑ready training pipeline aligned with program milestones (DT/OT, deployments, accreditation/fielding) and will deliver blended, performance‑based training on sensors (RF/radar/EO‑IR), C2 software & analytics, networking/backhaul, trailerized kits/power, cybersecurity procedures, safety, and incident response. This role will manage instructors, develop curricula and assessments, coordinate range resources and live‑fly training windows, track credentials, and continuously improve outcomes using data.

Requirements

  • Must be a U.S citizen with an ACTIVE security clearance of at least the SECRET level.
  • Associate's in Supply Chain, Logistics, Business, or a technical discipline OR equivalent experience.
  • 15+ years leading complex training programs for technical/operational systems; at least 3 years managing instructors or multi‑site delivery.
  • Demonstrated experience designing task‑/scenario‑based curricula for mission systems (preferably C4ISR, UAS/C‑UAS, radar/RF, or public safety).
  • Proven ability to plan and execute live, on‑range training with integrated safety, logistics, and comms requirements.
  • Strong documentation discipline and audit‑ready recordkeeping; experience aligning training with formal program gates/acceptance criteria.
  • Excellent facilitation, briefing, and stakeholder management skills; able to translate technical concepts for mixed audiences.

Responsibilities

  • Build a training strategy and roadmap tied to program phases (integration, test, fielding, sustainment) with clearly defined proficiency targets, requalification cadence, and surge/continuity plans.
  • Establish the Training System Requirements (roles, knowledge/skills/behaviors, prerequisites, facilities, ranges, devices, logistics, and evaluation methods).
  • Create and manage the Training Management Plan (TMP), Instructor Guides (IGs), Student Guides (SGs), Course Master Syllabi (CMS), and annual training calendars.
  • Define training pathways for distinct audiences: Operator, Maintainer, Field Deployment, Analyst/Watch, Site Logistics/Property, and Leadership/Incident Commander.
  • Apply HSEEP and Agile methodologies to design courses, micro learning, and full mission scenarios; align learning objectives to mission tasks and system KPPs/MOEs/MOPs.
  • Develop table top exercises (TTX), simulator events, live fly evolutions, and on the job training (OJT).
  • Produce step by step SOPs/Job Aids, quick reaction checklists, fault isolation trees, and performance support tools built into the C2 workflow.
  • Integrate cybersecurity, safety, spectrum discipline, and airspace coordination into every relevant course, including pre deployment checkouts.
  • Recruit, certify, schedule, and coach a cadre of instructors/SMEs; run Train the Trainer programs and peer reviews.
  • Coordinate ranges and airspace windows for live fly training in concert with the test/deployment teams; ensure scripts, risk assessments, and deconfliction plans are in place.
  • Deliver blended training onsite, at forward operating locations, and virtually; adjust modality to mission tempo and learner availability.
  • Build entry, formative, summative, and operational assessments.
  • Define go/no go criteria, minimum passing scores, and recertification intervals by role.
  • Run an auditable Training Records & Credentialing system.
  • Issue and manage role based badges/credentials and maintain a current Readiness Dashboard for leadership.
  • Align training with deployment waves—conduct pre deployment work ups, logistics rehearsals, and site acceptance checklists.
  • Plan and execute readiness exercises tied to realistic threat profiles, weather, RF environments, and mission injects.
  • Provide mobile training teams (MTTs) and embedded OJT during pilots/operational test periods; capture lessons learned to refine curricula.
  • Establish training KPIs and a learning analytics model to drive updates to content, devices, and instruction.
  • Interface with Engineering, Test & Evaluation, Cyber, Deployment, Logistics/Property, and Helpdesk leads to ensure training reflects the latest baselines, patches, and SOPs.
  • Chair or support Readiness Reviews/Training Working Groups, publish after action reports, and track closure of corrective actions.
