About The Position

The Illinois Environmental Protection Agency (“Illinois EPA”) is seeking a highly qualified individual with a strong background in the Illinois Environmental Protection Act ("Act") and associated land regulations to serve as a Senior Public Service Administrator, Option 4, Southern Region Field Operations Manager, in the Bureau of Land/Land Pollution Control. The successful candidate will plan and direct the activities of FOS staff in the Region locations of Collinsville and Marion. This individual will be responsible for managing the everyday activities of the region including inspection and enforcement of sites and assisting other programs in the Bureau of Land. The successful candidate will set priorities for the region and ensure activities are consistent with State and Federal regulations. Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four years of college.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a public orbusiness organization related to the environmental field.
  • Requires ability to lift <45> pounds.
  • Requires the ability to be HAZWOPER certified within 90 days of employment and maintain it annually with an (8hrrefresher) per 29 CFR 1910.120.
  • Requires the ability to pass a physical examination for respiratory protection and high heat stress situations wearingchemical protective clothing while performing strenuous physical tasks and submit to a medical monitoring program.
  • Requires the ability to wear a respirator/self-contained breathing apparatus or other form of respiratory protection weightingapproximately 25lbs (subject to 29 CFR 1910.120).
  • Requires ability to hike, climb, wade in streams, get in/out of boats or swim in emergency situations.
  • Requires ability to travel.
  • Requires a valid & current driver's license.
  • Requires ability to pass a name-based background check.

Nice To Haves

  • At least (4) four years of experience in environmental land pollution control, applying laws, rules, and regulations to specificfacilities, and inspection, compliance, and enforcement programs.
  • At least (4) four years of experience supervising professional staff in land pollution control programs, ResourceConservation and Recovery Act, Solid Waste disposal and Toxic Substances Control Act.
  • At least (4) four years of experience in conducting field investigations in land pollution control.
  • At least (4) four years of experience in conducting field inspections related to land pollution control.
  • At least (4) four years of experience with the enforcement of state and federal land pollution control regulations.
  • At least (4) four years of experience in communicating or speaking with large groups on controversial topics.
  • At least (4) four years of experience in preparing and presenting comprehensive reports, memos, correspondence, etc. in aclear and concise manner.
  • At least (4) four years of experience supervising a professional staff in an office setting.
  • Prefers possession of a bachelor's degree in physical or life science, geology or engineering.

Responsibilities

  • Plans, organizes, coordinatesand reviews the work of subordinate staff engaged in responsibilities related to conducting State and Federal fieldinspections/investigations and monitoring activities

  • Reviews, evaluates and interprets relevant regulatory, statutory, technical, and policy requirements
  • Meets and confers with the administrative support staff, DLC, and other Bureaus regarding multi- mediainvestigative compliance, and enforcement issues
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumeratedabove.
