About The Position

Under direction, serves as applications administrator for multiple enterprise applications including large scale and complex applications that involve high levels of customization and integration; coordinates with software development teams, systems administrators and database/storage administrators to plan for and provide system resources and configuration parameters for optimal application operations to meet customer requirements; establishes and maintains development, test, training and production environments and manages change control for applications running in all environments to ensure the integration and integrity of production applications; monitors and tunes applications for optimal performance; and performs related duties as assigned. The ideal candidate is a highly collaborative and experienced technical leader with a strong background in architecting and supporting enterprise-scale application environments. They have demonstrated success as a technical project lead delivering secure, reliable, and supportable SaaS, COTS, cloud (e.g., Azure), and on-premise application implementations. They work closely with vendors, IT stakeholders, and business partners throughout solution design, establishing support standards, and ensuring smooth hand off from development to operational support through well-developed and documented procedures. The candidate brings experience providing Tier-3 application support and troubleshooting complex issues across Oracle, Microsoft SQL Server, and cloud database platforms. They mentor team members, improve/automate processes, apply SecOps/DevOps concepts, communicate clearly, stay current with evolving technologies, and understand the importance of delivering world class application solutions and support.

Requirements

  • Knowledge of: Principles, methods and best practices for installation, configuration, testing and administration of large-scale, complex enterprise applications including performance diagnostics and tuning, application recovery and change management/version control tools and methods; the portfolio of enterprise and other applications running in the District’s complex interoperating infrastructure; principles of software life cycle management; systems analysis and development principles and software development and maintenance tools and utilities; principles and practices of server and database/data storage administration in a multiplatform, Windows/Unix environment as they apply to assigned applications administration responsibilities; systems integration concepts, methods and practices; methods for determining system resource requirements for applications in a high demand, high availability environment, including clustering and load balancing; applicable scripting languages including SQL, PowerShell, Perl and Unix scripts; principles and practices of applications troubleshooting in a complex interoperating infrastructure; web based technologies; project management methods and techniques; customer relationship management concepts and practices; principles and practices of sound business communications; standard business software including word processing, spreadsheet, database and flow charting applications.
  • Ability to: Perform application installation, configuration, testing and administration of complex enterprise applications in a multi-platform and operating systems environment, independently and with a high degree of understanding of interoperating and integration issues; plan and coordinate the testing and installation of upgrades, patches, releases and fixes, ensuring they operate correctly and are compatible with other applications, systems and business processes; establish and maintain project and production schedules and balance responsibilities for multiple activities to ensure timely, high-quality results; monitor performance, analyze diagnostics and perform application and server tuning to ensure optimal utilization of systems and database/data storage resources; ensure integrity and security of the production environment in compliance with IT policies, standards and protocols; apply critical thinking skills to reach sound, logical conclusions in identifying technology issues and opportunities and analyzing complex problems and alternatives; perform advanced application troubleshooting to resolve complex and ambiguous applications problems and failures including performing application recovery and re-install processes while avoiding data loss; communicate clearly and effectively, both orally and in writing; prepare clear, concise and accurate proposals, reports, documentation and other written materials; exercise sound independent judgment within IT policies, standards and protocols; keep technical skills current to meet continuing work responsibilities; use tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations; establish and maintain highly effective, customer-focused and collaborative working relationships with all levels of managers, customers, other IT staff, consultants, vendors and others encountered in the course of work.
  • Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in information technology, computer science, business administration or a closely related field; and five years of progressively responsible applications administration in a complex information technology infrastructure; or an equivalent combination of training and experience.
  • A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.

Nice To Haves

  • Experience in a government or public utility setting with applications similar to those administered by the District is highly desirable.
  • Experience administering IBM Maximo Application Suite, Oracle Fusion Cloud, or Oracle Utilities Customer to Meter.
