About The Position

This position serves as a Technical Analyst providing technical and professional advice on engineering, physical science or mathematical/statistical issues affecting the NRO. The position is assigned to the Business Plans & Operations (BPO) Directorate, Cost and Acquisition Assessment Group (CAAG) within the NRO, and serves as a Cost Estimating Team Analyst. The position provides input for the preparation of independent cost estimates for new and ongoing NRO space and ground major system acquisition programs and evaluates the basis of estimates for resource requirements prepared by NRO program offices. This position will interact with and may lead contractor teams in developing estimates for programs that span many directorates. This position also requires making decisions to resolve specific complex or intricate issues and problems; developing new methods and criteria; and proposing new policies and practices. Requirements

  • Bachelor’s Degree in Mathematics, Statistics, Engineering, Operations Research, Physics, Physical Science, Computer Science or equivalent discipline.
  • Knowledge of advanced methods and techniques used in quantitative and qualitative analyses and assessments. Examples may include statistics, modeling and simulation, and decision analytics.
  • Knowledge of and ability to apply analytic, diagnostic, and qualitative techniques sufficient to produce authoritative analytical products and the ability to employ new methodological approaches to analyze information.
  • Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above.

Responsibilities

  • Responsible for developing and reviewing analysis to provide greater insights into the resources required for the NRO's complex systems and services acquisitions
  • Prepare and review independent cost estimates and analysis of NRO's systems and trade studies in support of future strategic architectures for NRO systems.
  • Develop and modify data-driven analytic models and methods
  • Plans, arranges, and manages data collection and preliminary analysis.
  • Briefs senior management through each project development cycle.
  • Maintains interactions with contractor personnel to evaluate and correct development activities or provide technical and managerial consultations to team managers when problem areas arise.
