About The Position

The Technical Instructor / Curriculum Developer will develop and deliver comprehensive course content across a range of technical and leadership disciplines in support of the White House Communications Agency (WHCA) mission. Technical areas of instruction include Information Systems, Information Technology (Network+, Security+), Information Assurance, Satellite, Radio, Power, Switchboard, Mobile Communications Vehicles, TACS, WHTV, and Audiovisual systems. Leadership instruction covers Presidential, Vice Presidential, and First Lady Communications Officers, Military Aides, and Operations personnel. The instructor will integrate government-defined academic competencies and occupational skills into all curriculum, recommend and apply revisions to Government-owned course content, and adapt delivery methods, including Inquiry Based Learning (IBL), to accommodate diverse learning styles.

Requirements

  • Completion of the appropriate military service instructor/facilitator certification course, OR National or state-level teaching certification, OR CompTIA Certified Technical Trainer (CTT+) - Classroom Trainer and Virtual Classroom Trainer
  • CompTIA Network+ certified & CompTIA Security+ certified
  • Active Top Secret / Sensitive Compartmented Information (TS/SCI) with Presidential Support Duty (PSD) clearance required at time of hire

Responsibilities

  • Course Scheduling & Preparation
  • Develop quarterly course schedules with the WTA Superintendent and publish those schedules within TEAMS/LMS.
  • Develop methods of presentation, learning activities, and student assessment tools based on the established curriculum frameworks.
  • Develop syllabus and matching online course pages such as SharePoint/Confluence pages to enhance student learning. Discuss organizational needs for additional learning outcomes with the WTA Superintendent prior to each class. Review organizational needs and learners' backgrounds relative to course objectives prior to each course.
  • Assess learner's current skill level and compare results with course prerequisites where applicable. Modify learning materials to meet specific needs the of organization, learner, situation, or delivery tools without compromising original course design.
  • Adapt recommended physical or virtual classroom set-up according to specific learner and organizational needs. Review pre-course communications with students (for example, course announcement, confirmation, description or agenda, prerequisites and pre-course assignments, system check activity, support/helpdesk information, and download instructions for materials).
  • Instruction & Course Delivery
  • Develop weekly lesson plans that sequence instruction to maximize competency development across technical and leadership programs
  • Confirm course logistics, including scheduling, labs, scenario-based training, breaks, and material distribution
  • Ensure all learning tools, equipment, and instructional materials are properly set up and functional prior to each class
  • Direct online course delivery using available collaborative platforms as needed
  • Provide student guidance and project support, ensuring sufficient hands-on practice with occupation-relevant equipment
  • Incorporate job-related health, safety, and fire-prevention topics into all instruction
  • Prepare contingency plans for classroom disruptions such as power outages, connectivity loss, or military events
  • Maintain classrooms in a neat and orderly condition at all times
  • Curriculum & Materials Development
  • Develop and maintain course outlines, lesson plans, syllabi, competency tests, and other instructional materials
  • Produce standardized course templates including learning objectives, outcomes, grading criteria, and resource requirements
  • Develop written and digital instructional plans specifying objectives, competencies, experiences, and evaluations
  • Participate in all curriculum reviews to ensure training content remains current and aligned with program requirements
  • Maintain a Curriculum Change Log in coordination with the Government to track all course revisions
  • Student & Course Evaluation
  • Design performance rubrics and assessment metrics to evaluate student performance and course effectiveness
  • Administer quizzes, tests, final exams, and assignments using QuestionMark or equivalent assessment software
  • Develop and deliver End of Course Surveys aligned with Kirkpatrick K1, K2, and K3 evaluation levels
  • Produce quarterly Training Metrics Reports documenting student performance and course effectiveness findings
  • Compare learner achievements against established learning objectives to identify gaps and improvement areas
  • Administer and proctor CompTIA certification exams (Network+, Security+) within the WTA PearsonVUE Testing facility
  • Continual Improvement & Collaboration
  • Meet with the WTA Superintendent before and after each course to review administrative and course-related information
  • Participate in WTA Academic Council meetings to ensure relevant and current occupational practices are being taught
  • Document meeting minutes in support of COE accreditation requirements
  • Collaborate with subject matter experts and document all course-related discussions including emails, memos, and calls
  • COE Accreditation Support
  • Ensure all course and program requirements are accurate, current, and consistent across all publications
  • Digitally track and document all course and program revisions
  • Support preparation, revision, and editing of documents required for the COE accreditation process and Self-Study Report
  • Participate in COE Standards committee meetings and Self-Study Committee meetings
  • Document faculty professional growth opportunities and provide student data and statistics as required for COE compliance
  • eLearning Development
  • Develop and present an eLearning Development Plan with recommendations on course design, technology, and delivery (WBT/CBT)
  • Design instructional, learning, and performance objectives for interactive technology-based training
  • Create supplemental instructional materials for existing classroom-based courses, including web-based aids and electronic performance support systems
  • Interview subject matter experts and conduct research to develop instructional content
  • Develop lesson plans, handouts, examinations, and other instructional materials
  • Convert and distribute content through a managed system; monitor student progress via LMS (logins, time online, grade book, course completion)
  • Conduct needs assessments and strategic learning assessments to support curriculum development and updates
  • Assess the effectiveness and efficiency of instruction based on usability, knowledge transfer, and student satisfaction
  • Distance Learning Management
  • Ensure compliance with legal, regulatory, copyright, classification, and accreditation requirements for federal educational programs
  • Recommend maintenance procedures for learning resources (media, equipment, supplies, libraries)
  • Provide technical support for all educational technology hardware, software, and delivery systems
  • Ensure all faculty meet or exceed minimum teaching standards and receive appropriate technology training
  • Implement student identity verification processes for distance education registration, participation, and credit
  • Establish policies and procedures for security, privacy, and integrity of student data and coursework
  • Media Services
  • Produce a written media services plan covering all program delivery methods
  • Maintain a current inventory of media resources
  • Develop print and non-print instructional media to support students and faculty across all program objectives
  • Ensure media materials are accessible across platforms, including mobile devices, tablets, and traditional paper formats
