About The Position

The Voter Registration Unit Supervisor supervises the operations and personnel assigned to the Pima County Recorder’s Office Voter Registration Unit and the Ballot Processing Center.

Requirements

  • Three years of experience performing election functions with a county or other public agency AND one year of lead or supervisory experience. (Lead or Supervisory experience may be concurrent with prior experience performing election functions.) (Relevant experience and/or education from an accredited college or university may be substituted.)
  • OR: One year of experience as a Voter Registration Specialist or an Elections Technician II with Pima County
  • Current voter registration in Pima County, as required by Arizona State law, is required at time of appointment and must be maintained as a condition of employment.
  • In accordance with Arizona State law, employees must be able to obtain certification as a Certified Elections Officer from the Secretary of State. This training will be provided dependent on availability of classes. Certification must be maintained throughout the term of employment with the Voter Registration Division of the Recorder’s Office.
  • Valid driver license is required at time of application.
  • Valid AZ driver license is required at time of appointment.
  • The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures.
  • Failure to obtain and maintain the required licenses and certifications shall be grounds for termination.

Responsibilities

  • Plans, organizes, assigns, supervises, reviews, and evaluates the work of voter registration staff responsible for processing registrations, ballot requests, early ballots, and maintaining the voter roll
  • Supervises the early ballot-processing center and ensures timely, transparent processing of mailed ballots by managing staffing levels, process flow, and task assignments
  • Trains and monitors permanent and temporary staff on ballot processing, signature verification, applicable election laws, and official election responsibilities
  • Evaluates staff performance, completes performance appraisals, recommends personnel actions, and initiates disciplinary procedures as needed
  • Supervises the receipt, accounting, and processing of early ballots, including ballot inventory control, storage, delivery, and tracking
  • Coordinates the transportation and delivery of supplies, technology, and equipment to early voting and ballot replacement sites
  • Develops, recommends, and implements operational improvements and work process enhancements within the voter registration unit
  • Maintains security and confidentiality of sensitive voter information and ensures compliance with election laws, especially Titles 16 and 19
  • Provides technical problem-solving support to voters and resolves escalated registration and early voting issues
  • Supervises geo-coding activities, including address validation and adjusting voter boundaries to reflect new annexations or taxing district changes
  • Coordinates election support activities with local jurisdictions, including petition verifications and special election processes
  • Researches and interprets election laws and proposed legislation, prepares impact reports, and ensures procedures align with statutory requirements
