About The Position

Under the direction of the Planning and Zoning Division Director, the Zoning Chief performs advanced, specialized professional work. Position is responsible for coordinating and managing the activities of the Zoning Office. Work is specialized and technical in nature. Duties are performed in accordance with Zoning Ordinance and general policy guidelines, but wide latitude is given for responsible, independent judgment. Work includes extensive public contact, frequently of a delicate nature, requiring the exercise of tact, good judgment and extensive knowledge of the County's laws and ordinances affecting zoning. Supervision is exercised over professional, technical and clerical subordinates. May serve as interim division head in the absence of the Planning and Zoning Division Director. Salary depends on qualifications.

Requirements

  • Bachelor’s Degree in Architecture, Planning, Urban or Regional Design, Engineering, Construction Management or Public Administration
  • Two years of experience in Planning/Zoning or related field
  • Ten years of experience in land development and growth management
  • Two years of supervisory experience
  • Valid State of Florida Driver’s License with clean driving history
  • Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job.

  • Must be able to remain in a stationary position 60% of the time.
  • The person in this position needs to be able to frequently move about inside the office to access files, documents and drawings, personnel, office machinery, etc.
  • Employee frequently positions self in order to retrieve maps, drawings and documents from storage in low, confined areas and in high, precarious places.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • The person in this position frequently communicates with the Board, other County employees, contractors and the public at large regarding development and zoning.
  • Must be able to exchange accurate information in these situations.
  • Must be able to perceive, inspect, assess, and compare data, including graphically (maps).
  • Occasionally moves boxes, files, and/or large maps and drawing weighing up to 10 pounds.
  • The position primarily operates in an indoor, office environment.
  • Employee is subject to exposure to dust.
  • Position occasionally requires field work in an outdoor environment which may subject the worker to inclement weather, extreme temperatures, excessive heat and humidity.

Responsibilities

  • Plans and directs activities related to enforcing the County’s Zoning Code, sign ordinance and other related regulations, laws, statutes and/or ordinances
  • Performs all aspects of zoning administration, including the supervision of all zoning employees
  • Reviews and approves site plans and zoning applications for compliance with the Clay County Land Development Regulations
  • Consults in person, by telephone and through electronic mail with development professionals and the general public on zoning policies and procedures, site plan requirements and land development regulations
  • Coordinates code violations with the Code Enforcement Division
  • Makes recommendations in changing ordinances and regulations
  • Provides technical expertise to customers, superiors, department heads, County officials and others
  • Prepares and monitors the office's budget
  • Initiates and implements new technological trends and prepares long-range goals and objectives to modernize and provide quality and efficient services to the public
  • Maintains current with changes to the law, code, ordinances, etc.
  • Meets with legal department to provide technical knowledge for hearings, lawsuits, etc.
  • Gathers, compiles, and presents reports to various officials, citizens, associations, etc.
  • Standardizes procedures to improve efficiency and effectiveness of operations
  • Supervises the maintenance of zoning maps, zoning data, site plans and rezoning applications
  • Acts as second chair of the Development Review Committee, oversees the progress and actions of the Board of Adjustment hearings, attends various committee meetings as required, including the Planning Commission and Board of County Commissioners
  • Performs other duties as assigned.
