Field Deployment Lead (Hybrid- Annapolis, MD)

Fairwinds Technologies, L

About The Position

The C-UAS Field Deployment Lead plans, coordinates, and executes site deployments and live‑fly field activities for an integrated C‑UAS capability that spans RF/radar/EO‑IR sensors, C2 software, networking/backhaul, power/trailerized kits, cybersecurity controls, and, where authorized, EW/jamming components. The role ensures deployments conform to DHS SELC governance and technical reviews, producing the evidence and as‑built documentation needed for acceptance, accreditation, and fielding. The Lead orchestrates airspace/COA coordination, range logistics, spectrum deconfliction, safety, and on‑site integration with local/federal partners; ensures C‑UAS activities proceed under appropriate DHS legal authorities; and supports RMF‑driven cybersecurity configuration and continuous monitoring.

Requirements

  • Must be a U.S citizen with an ACTIVE security clearance of at least the SECRET level.
  • Bachelor’s degree in Engineering (Electrical, Systems, Aerospace, Mechanical), Computer Science, or related technical field.
  • 8+ years’ experience in field engineering/deployment leadership for complex, multi‑sensor or C4ISR systems, including live‑fly or operational exercises.
  • Proven experience coordinating FAA COAs/airspace, range operations, and live‑fly safety plans.
  • Hands‑on with sensor (RF/radar/EO‑IR) site installs, C2 software configuration, network/backhaul commissioning, and power/trailerized deployments.
  • Demonstrated spectrum management/deconfliction experience for field deployments.
  • Working familiarity with DHS SELC reviews/artifacts and evidence‑based acceptance/fielding.
  • Experience supporting RMF in the field—collecting/curating control evidence and maintaining secure baselines.

Responsibilities

  • Build and maintain Deployment Plans, Site Readiness Checklists, As Built Records, and Cutover/Back out Plans mapped to DHS SELC phases and technical review entrance/exit criteria.
  • Lead advanced surveys and site.
  • Coordinate test ranges/airspace, submit or support FAA COA requests, and plan live fly operations with appropriate public aircraft or COA provisions. Maintain COA special provisions on site.
  • Align field events with DHS C UAS program processes and when applicable.
  • Prepare RF deconfliction packages and coordinate spectrum usage pursuant to NTIA Manual and, where partners require appropriate FCC experimental/temporary authorizations; maintain logs of frequencies and power levels used, if permitted.
  • When mitigation/jamming is in scope, ensure activities are authorized, adhere to DHS guidance coordinating with DOT/FAA, and execute event specific EW safety plans with real time abort criteria and RF exclusion zones.
  • Lead on site system integration, network/backhaul bring up, C2 configuration, and sensor alignment; validate link budgets and registrations as required by FCC rules for fixed service backhaul.
  • Coordinate and witness Factory/Site Acceptance Tests (FAT/SAT) and document objective evidence to support DHS acceptance milestones in the SELC.
  • Own field hazard analysis and implement controls consistent with system safety best practices for all deployment activities and live fly tests.
  • Ensure deployments adhere to C UAS legal, privacy, and civil liberties protections and minimize NAS impacts through FAA coordination.
  • Enforce baseline configurations, secure builds, credentialing, and hardening on deployed systems; collect RMF evidence that feed ATO/continuous monitoring.
  • Track and report configuration changes aligned with NIST 800 53 CM controls, ensuring field deviations are documented and approved.
  • Serve as the field single point of contact with DHS Components, local authorities, venue owners, and range operators.
  • Provide daily situation reports, risk/issue logs, and lessons learned into the program’s SELC artifacts.
