About The Position

The C-UAS Test & Evaluation Lead models comprehensive test and evaluation for DHS C-UAS capabilities, covering verification and validation across sensors, C2 software, networking, cybersecurity, and EW/jamming. Responsibilities include planning and executing DT/OT, ensuring compliance, managing safety, and building evidence for accreditation and fielding. Locations: Annapolis, MD, Baltimore, MD, or DC. Requirements

  • Must be a U.S citizen with an ACTIVE security clearance of at least the SECRET level.
  • Bachelor’s in Engineering (EE, CE, AE, Systems) or Physics; Master’s preferred.
  • 11+ years of T&E experience for sensor systems, C2 software, or complex C4ISR.
  • 5+ years with UAS/C UAS or RF sensing.
  • Hands on with RF/radar, EO/IR, sensor fusion, and tracking metrics; experience authoring DT/OT Test Plans and Reports aligned with DHS/DoD guidance.
  • Demonstrated data analysis competency and dashboarding for operational metrics.
  • Working knowledge of FAA COA processes and UAS test ranges; ability to coordinate flight operations and obtain authorizations.
  • Familiarity with spectrum management and RF deconfliction.
  • Familiarity with NIST RMF, security control assessment evidence, and ATO workflows.
  • Experience running TRR/OTRR and managing test safety per MIL STD 882 principles.

Responsibilities

  • Lead integrated DT planning/execution and support OT to characterize operational effectiveness/suitability (including cybersecurity and interoperability) and to inform acquisition decisions.
  • Craft a cohesive T&E strategy that reuses data across DT/OT and accelerates evidence generation.
  • Define verification methods, entrance/exit criteria, and full bidirectional traceability from requirements → test procedures → results, consistent with DHS SELC artifacts. Author Test Plans, Detailed Procedures/Test Cards, and Data Collection Plans.
  • Chair and/or lead TRRs and OTRRs; present test sufficiency, readiness, safety, and residual risk to DHS stakeholders.
  • Build and maintain the body of evidence (BoE)—test reports, analysis notebooks, configuration baselines, and compliance matrices—for acceptance, A&A/ATO under RMF, and fielding decisions.
  • Coordinate test ranges/airspace, obtain COAs for live fly events, and integrate threat profiles, scenarios, and safety plans.
  • Manage RF deconfliction and spectrum supportability artifacts for all spectrum dependent subsystems.
  • Implement system safety and hazard risk management for test activities in line with MIL STD 882 practices.
  • Lead spectrum deconfliction, SSRA inputs, and frequency coordination.
  • Ensure testing respects DHS C UAS legal authorities and component level guidance for detect/track/identify and (where authorized) mitigation.
  • Drive NIST RMF security control validation evidence to support ATO/ATU and continuous monitoring.
  • Build analysis pipelines to compute and report Pd, FAR, CEP/geo error, latency, uptime, MTBF/MTTR, and statistical confidence intervals with sound test design and STAT practices.
  • Design operationally relevant and quantify performance against MOEs/MOPs traceable to KPPs.
  • Interface with test campaigns and fact finding pilots; align program testing with the DHS S&T testbeds and processes.
